Turn arrived, played and over to the Hive. I've blocked out my next broadcast, but haven't recorded it yet. I'll try to get it up soon.

This behavior only happens during marcovalente's turn -- until another player loads the game.
If native life would attack Hive settlements/units, the Hive would immediately receive a -20% penalty -- effectively making the Hive more vulnerable to native aggression. However, it also seems that the Hive receives an intrinsic a +100% PSI bonus. Thus, the Hive is a rather strong opponent when engaged in PSI combat. Whether these are positive or negative effects they definitely alter the abilities of the Hive.
The Morganites receive a +2 morale bonus and is less inclined to use Free Market. The morganic -1 support is no longer present and there is no size 4 population limit. This setup provides for better and stronger military; together with less expenses and a larger population.
The Spartans have a +20% industry bonus, -30% planet rating but +2 extra nutrients, minerals and energy from all fungus squares, cheaper hurry costs, etc. etc. Hmm, a powerhouse!
The Peacekeepers receive a +10% bonus when attacked by native life. The rest of the Peacekeeper modifications do not seem to have influenced gameplay.
The worry here is that these effects have only been present whenever marcovalente was playing, thus giving marcovalente quite a different set of 'opponents'. So, you cannot possibly all have been playing under the same conditions. Especially when the AI players (following marcovalente) are playing--the Morganites and especially the Spartans would do much better offensively, and the Spartans would be able to produce a considerably larger army more quickly.
These are serious changes to the gameplay and--to use Net Warriors expression--much 'harm' has actually been done. If any of you have specific questions regarding your situation (and earlier events) in the game, please do not hesitate to contact me.

Governor, my understanding is that a governor may commute sentences, but that he may not unilaterally impose a sentence. Provost, do you need a lawyer?

Not that it seems to make any difference, but I will be out of town tonight and tomorrow morning. I will be unable to play another turn until Friday evening.
