Japan is well aware of its humble position in the world, as it witnesses the greatness of Nations.
Japan finds itself isolated: far away from the riches of Europe and their children on the eastcoast of the American Continent, far away from the wealth these nations have brought to the world. Yet, the Japanese people are proud and able, and they value their way of life. Japan is not at the mercy of the great Colonial powers, who have extended their might around the globe.
While Japan seeks to join the wealth of the Nations that make up this world as we know it, Japan will remain true to its roots, and to the spirit of Shinto, that has guided our people for so long, and that has brought wellbeing and peace of the Mind and Heart for many generations, on these Islands of the Rising Sun.
We ask to the Leaders and People of the Great Nations to respect the Japanese and the customs of its people.
Isolated as we were and are, Japan casts its eyes to the world around us. However, too great an influx of foreign ways is deemed dangerous for the Japanese and their ways. The bond that Japan wants to create with the Great Nations of this world, must be made with care and wisdom.
Japan wishes to establish ties with the Nations of this world, after the long period of isolation in which we had granted trading rights solely to the Dutch. We now seek trade with all nations of the world, but we will have to remain cautious, for revolutionary change can be a dangerous event, as our Gods teach us. Japanese envoys will be send to all leaders of the Nations to negotiate the terms for trade with Japan, and subsequent Japanese trade with the respective Nation. In general, Japan wishes trade with the nations of the world as fair and equal partners: While the advanced Nations may have little use for the gods manufactured in Japan, Japan cannot survive on imports alone. Therefore Japan proposes that for every unit arriving in Japan, Japanese traders will be granted markets to trade their goods in the other nation and vice versa.
Japan feels this will allow for equal benefit to both parties involved, while at the same time it will provide for a vital and prosperous home-market for the Japanese people itself. A collapse of the Japanese Economy, as scolars here fear, now that they have undertaken research in the field of Economics, could be averted in this way.
As the end of the year aproaches, reforms are keenly awaited by the Japanese people, and an increased standard of living is expected in the year to come. Ports have been busy with traders, and many merchants have undertaken long yourneys with their goods aboard sturdy vessels, and many of those traders will not see home for many, many months to come.
The Ports of Tokyo and Osaka have witnessed great activity by the Imperial Navy as well. The Emporor has vowed to liberate the people of the Philipines of their oppressor for centuries: the Spaniards who have been dispised in Japan for centuries for their zealotry. Warships loaded with Troops and Cannons have left their bases, eager to bring glory to Japan and its Divine Emperor Mutsuhito. The Spanish manace in Asia will soon see its end, and its demise worldwide has only just begun, political and militairy advisors have told our Divine Ruler.

Bismarck Dismissed, Unknown Takes Reins
Following the unification of the vast German Empire, Kaiser Wilhelm dismissed his longtime Chancellor, Bismarck, citing the warmongering course he seemed on which he seemed intent. In his place, the Kaiser tapped an Austrian, Von Hötzendorf, for the spot. Hötzendorf immediately cancelled many armaments projects initiated under Bismarck and replaced them with orders for trade goods to be sent around the globe, some of which have already been sent. Following the completion of the next batch, Hötzendorf promised to use the profits from the sales to boost spending on German infrastructure.

To begin with, you gentlemen have far more experience than I do with MP. You'll have to use your own judgement about tech trading. I allowed this in the game because it certainaly did occur historically. The key here is restraint. Something very few avid gamers seem to recognize. It was done, but on a limited scale. So perhaps some house rules involving limits might be a good idea. But the conclusion that, if everyone goes nuts w/tech trading the result will be that everyone zips through the tech tree by 1875 . . . is valid. That can certainly happen. But then, maybe that's what would have occurred--a global war well before the historical outbreak of WWI. Alternately, it would be a simple matter to greatly increase the cost of the Mfg Goods unit. If it takes much longer and costs much more to create, then of course the result will be a decrease in the rate of tech acquisition. The reason I made these units so inexpensive was that I wanted them built. Lots of them. I wanted to focus the scenario on international trade and its importance during this period. So how do you FORCE a bunch of recalcitrant Civ2 warmongers to actually build and move trade units? You do what I did. Make tech extremely difficult to acquire by increasing the paradigm as high as possible. And yes, the paradigm CAN be increased further, but only at the risk of screwing up the way the game works and possible crashes which is something I am unwilling to do. Here again, the hard-coded limitations of the program place a ceiling on the numbers available.
One silly little idea that I use when playing SP games is to arrange annual "Colonial Conferences." During these conferences, tech trading occurs. And the reality is that I usually play either Britain or USA and I use these conferences to bribe the AI players into not attacking me by giving them techs. In a MP game, the conferences could have an entirely different purpose--to limit tech trading.
The Barbs in version 2 are VERY much more powerful than in version 1. Additionally, they appear at random in various places and run amok. IIRC, playing at King level does not increase any numbers, but playing at Prince level decreases numbers. This might not be advisable. Also, playing at King gives the unrest numbers that I intended. However, these unrest numbers could be altered and then the Prince level of play could be maintained. My own advice is not to play at Prince.
Just in case anyone is worried about the Agent/Spy unit, it's only generated by events (as previously pointed out), and the interval is 150! My experience with this is that getting one of these units is a RARE thing. An entire game can occur without receiving a single one.
