I support 1B. It settles 1 turn quicker, saving 1 gold and getting things going 1 turn faster, and it can reach 10 spt at size 5. 1A will have to reach size 6 to get 10 spt, and we are currently unable to keep a city happy at that size unless it builds a 60-shield temple.
