First off, they shouldnt be called "Regions" or "Republics" but OBLASTS. Any terroritories will be called "Krays".
Any more division within an OBLAST or KRAY will be called a OKRUG. For example:

Utah Oblast
Cache Valley Okrug

Human Hive
Believer Kray
Miriam's Falling Okrug

Just like in the glorious Sovietskii Soyuz

In the Soviet Union.
In Russia Oblasts are more like states. Though republics still exist. And sometimes theyre better than oblasts, sometimes not.
It's very confusing to explain However, I think obalsts sounds better. Imagine:

"The Miriaa (Peace) OBLAST !!!" instead of "The Miriaa (Peace) REPUBLIC"
