good points on demo
maybe that would be good for rp to research after they get printing press?
What is rp building in their cities? How many beakers would they produce if they had libs and unis in all of their cities? would they be a viable research partner then on something other than one scientist?

If we can get demo via trade for a tech that others already have, fine. Otherwise it isn't worth it.
I'm not sure we need 50 workers upon discovery of Steam. 25-30 is probably enough, provided they are concentrated around our major production centers in the south, all ready to go right away.
There is some potential downside to building a shitload of workers, though if it happens we're screwed anyway: we might not have coal. In which case we have 50 workers and nothing to do with 'em. But we're screwed if that happens, so I guess it doesn't make sense to plan for.
Anyway, my main point is that the value of super-fast rail laying is somewhat counterbalanced by the upkeep cost of extra workers and the opportunity cost of building them. Building them in Cyclone and SS is no biggie at all - those cities seem perfectly situated to provide us with workers. Dissidentville, OTOH, can be made into a worthwhile big city. So I'd rather we went that route with Dissville, and got our workers from Cyclone & SS.
Tech path: the main decision is yea/nay on Industrialization, before beelining for Sci Method. Right now I'm actually leaning against detouring for Ind, but we don't know how things are gonna shape up. Maybe we get approached for tech trading. Maybe not.
We might get ToE, but Hoover is even more difficult. One can defeat superior production power (Lego in GA) via lengthy prebuilds & being the 1st to a tech. Getting ToE would get us to Electronics first. However, our weakness is the size of Hoover vs. the size of available prebuilds. The gap between Hoover (1000 shields?) and the best prebuild (600 shields?) is a major problem for us.

Re: RP doing research... I doubt it. The research costs are about to jump when we hit the industrial era. It seems to me that *by far* the most efficient use of resources dictates 100% tax for RP, with most of it going to us, so that we can research at or near 100%.
However, just to make sure, we should maybe look at the beaker costs of some industrial techs and compare them to RP's total potential beaker output.
They have 5 cities, yes? Imagine if all 5 were size 10-12, with libraries and universities (that's a long way off, though, folks!). Each land tile would produce 2 commerce, each coast tile 3. We'd need to count (or, better yet, ask RP to count) the tiles they would likely be using, get their raw commerce, deduct a little bit for corruption (should be really minor) and then add in the library/uni bonuses at, say, 80% science/20% tax. If the beaker output results in them being able to research industrial age techs (let's say mid-industrial, because like I said, it's gonna take a while before they can get libs/unis built) in under 15 turns (arbitrary, I know, I'm just making this stuff up as I go), then maybe it's worth it.
But I'm doubtin' it.

Makes sense, sort of. If there's going to be a(nother) Bobian war, that would be the time to do it. I just think it would be a horrifying mistake on their part.

That part worries me the most, actually. If I'm GoW and planning to take down Lego, I'd be working pretty damn hard to get those Lego troops withdrawn. Their continued presence indicates either that 1) GoW wants them there to deter an ND invasion; 2) that ND has convinced Lego to help it dismantle GoW; or 3) Lego is feeling awfully fully of itself and refusing to leave. The first two, of course, suggest a Bobian war.

You might be right about that. If we see either ND or GoW power spike up on the graph, it may give us a turn's advance warning that a Bobian war is about to break out. If the power increase is more gradual, it may show signs of ND-GoW cooperation in planning an assault on Lego. (Otherwise, why upgrade everything immediately?)
It seems to me that we need to think about two possible contingencies for the near-term: 1) ND/ GoW vs. Lego; and 2) ND vs. GoW.

The following model makes all sorts of assumptions, but we have to start somewhere.
We know Banking will take us 3 turns.
Chem will take us 6 turns at current rates, but will fall to 5 as GoW/ND will surely get it before us.
By the time we finish Chemistry we will have another ~ 40 Scpt from Uni's in EotS and Arashi, and three post-aqua boom towns.
Physics needs 1536, and 310 Scpt can do that in 5 turns.
ToG needs 1632, needing 6 turns
So 19 turns to ToG and Newton -which times well with a 20-turn build in Tempest starting next turn if we want that.
If we get Copernicus and Newton at this time, that's another 50 Scpt and more aquas coming in, totalling say 380 Scpt.
This leaves Magnetism (1632) in 5 turns and Metallurgy (If we have to research) it in four turns, hitting the modern era in 29 turns with 380 scpt.
Steam (2880) could then be completed in 8 turns, Electricity (3360) in 9 turns, Medicine (2400) in 7 turns and Scientific Method in 7 turns.
Total (without Industrialisation (2880 in 8 turns)) = 8 + 9 + 7 + 7 = 31 turns.
So by these calculations, with no trading or devaluations except Chemistry and Metallurgy, we can get Scientific Method in 60 turns from now, (adding another 8 turns if we want Industrialisation on the way) and 23 turns from discovering Steam.
