no, seriously, 3 weeks are something different. 
i know, you will say we agreed on 48 hour rule (we did, didnt we ?). but eventually its a matter of the people if they want to next someone. okay, then again you do want to next dimytes.

well, let "Major Math" do some calculations then.
every player has a guarantued 48 hours if im not mistaken.
Dimytes got the turn at about 13:00 Apolyton time on wednesday. he said he will be back on friday evening, which is 1 hour earlier in Apolyton time. so lets assume he gets back at 20:00 CET, 19:00 GMT (or Apolyton time)
this makes 6 hours that he is late on his 48 hours.
whereas, if you, Troll, are away for 9 days (which incidentally equals 3 weeks if we define a week to be 3 days ) and happen to get the turn just after you left, you would be 7 days late once you get back.
even if you play your turn directly before you leave and it takes a full 48 hours to go around, you are still 5 days late after applying 48 hours rule.
so, yes, its much less of a delay to wait for Dimytes to come back than for you to come back.
the question thus is: do we give Dimytes an additional 6 hours beyond what he has a right on anyway ?
and do we give you full 5 days beyond that time ?
of course, Dimytes didnt specifically ask for being given this time, but considering we have waited as long as this, i say lets wait until tomorrow eve too.
another interesting question is this:
can you possibly take a CTP CD with you and find an internet connection somewhere in nicaragua ?

there is another thing i observed where your desription might fit onto, troll.
i often have newly founded cities that riot and die the very turn after their foundation, but didnt show any unhappiness before.
in those cases where they dont die i often find that the same slider settings will make the city be unhappy on the next turn, but not on the turn of foundation.
so my conclusion is that either the happiness values shown for new cities are somehow miscalculated, OR that there is a new factor weighing in on the city only at the start of the next turn. both lead to the same result: the city riots and dies occasionally.
as a workaround i check the slider settings where my new city will just riot and then improve the happiness not by one adjustment, but by two, but only for the first turn of existance of the city. i change it back one setting on the next turn, assuming that the values will be correct then.
that is, if i remember that in both relevant turns. it is indeed annoying, but i dont know anything else to do about it.
aside from that, i also had cities with happiness 73 or more riot occasionally, even with no other rioting city around.. strange.
