I think, that I have found a way to accomplish that. It's a little bit tricky and not thoroughly tested (as always ).
The process is as follows:
1) ~~~~~~~
Start a PBEM game as usual, note the settings and what you enter in the "Setup Email Game" dialog (names, email addresses). Send the notes to the moderator.
2) ~~~~~~~
All participants play their turn. The last in row does not send the turn to the first player but to the moderator. All participants tell the moderator which tech they want.
3) ~~~~~~~
As the moderator do this:
3a) ---
Open the turn file you received and save it (Options --> Save Game). The reason for that is, that file formats are different for the PBEM saved turns and normal saved games. Quit CtP.
3b) ---
The tricky part: Use a hex editor to change some bits in the file you just saved (you can find it under [CtP-intall-directory]\ctp_program\ctp\save\games\[directory you entered in the "Save Game" dialog]). I have attached an image, which shows an example and hopefully helps to explain what I mean.
- Identify the offset into the file, where the map data starts (i.e. search for the boundary of a block of data that consists chiefly of zeros and a block with almost no zeros, the latter extending to the end of the file). This should be between half way and two thirds into the file. If the map data doesn't start at a 16 byte boundary (i.e. at the beginning of a row, if your hex editor shows 16 bytes in a row like the one in the example) then consider the offset to be the one of the beginning of the row (this is where you see the red exclamation mark in the example).
- Subtract the hexadecimal value of 490 (decimal 1168) from that offset (033c60 in the example) to get another offset (offset_2, 0337d0 in the example).
- Change the bytes in the row at offset_2 to "01 00 00 00 01 00 00 00 04 00 00 00 00 00 00 00". The zeros should already be there, the important positions are marked red in the example.
- Save the file.
3c) ---
Start CtP and open the file in single player mode. Notice that the file is shown in green in the "Load Game" dialog, which means that CtP believes it is a scenario file. You should now see a dialog (caption "Civilization"), which lets you choose one of the civilizations that had been defined in the setup for that game. Choose the civ of the first human player in the game and close the dialog. The "Difficulty" dialog shows up. Select the difficulty according to the notes you received from the player, who did the setup. Close the dialog and see the game loading.
3d) ---
Go to cheat mode and give each player the tech she desired. Use the "Save Scenario As" button to save the scenario. Remember the name you enter in the dialog with caption "Message" and text "Please enter a name for this scenario. A scenario is uniquely ...". Quit CtP.
3e) ---
Create a minimum scenario pack (the file [CtP-intall-directory]\help\readme.doc explains how to do that; if you did not delete the example scenario pack that comes with version 1.2, you can modify that). You only need the files "packlist.txt" and "scen0000\scenario.txt". In the latter file (1st line), name the scenario exactly as you did in the dialog from 3d). Copy the file you saved in 3d) to the "scen0000" folder of your scenario and name it "savegame.csg".
3f) ---
Start CtP and setup a new PBEM game, using the settings you have been told. Select the scenario you have created. The "Setup Email Game" shows up immediately after picking the scenario. Enter the names and email addresses and hit "OK".
3g) ---
Save the game and send the file to the first player in row.
4) ~~~~~~~
Continue the game as nothing had happened...

You're the greatest ! I think id really like to have you as moderator. 
if you can do it the way you described, and its okay for you to do it, id say we choose the tech on the first turn, else J.Bytheway's suggestion, and if neither, we just choose it before the game.
also, id like to suggest we use PowerSlic 2.0.
it gives more message boxes which is very helpful and it allows you to pump settlers into cities of sizes 2-6 and which gives the city 1 population unit and half the settler's cost as production. this might be very useful for building anything expensive gained from the tech.
so:

As for PowerSlic, I doubt this will be compatible with the process I described above. But the solution described by J Bytheway possibly could be. I'll have to work on this (on Saturday or Sunday, time is very short on workdays).

but quick please 

i think i'd prefer Power Slic with J.Bytheway's choice box (if i got this right), as i really think Power Slics are very helpful for managing your civs right, especially in PBEM games where you get a turn once in a while.

@Hatschy : Any news about the compatibility of PowerSlic with J.Bytheway's idea for giving the tech ?
Generally, i think J.Bytheway's idea of choosing several technologies before the game and then choosing one of this list in the game (is it right this way ?) is
a) more compatible with other mods/slics/whatever
b) simpler to implement

how do you guys deal with growing cities, bombarded units and build queues with units then, if you dont use power slic ? 
i wouldnt want to live without it anymore.
also, to further advertise for power slic , as i mentioned you can pump cities up to size 7 to speed up those expensive things you gained from the technologies.

yes, im using it now.
and apart from the possibility to add settlers to a city the only thing it does is give you more (relevant !) information to manage your civilization.

There is good news and there is bad news. What shall I start with?

Good news first: Here it comes, the OFT- One Free Tech scenario.
In this scenario every human player gets one free tech, which can be chosen freely from all available techs (advances). The first human player can select the turn for this to happen (2nd, 3rd, 7th or 12th turn).
Currently only English versions of CtP are supported.
Many thanks go to J Bytheway for the basic idea of how to implement this.

The scenario can also be integrated with the Apolyton Pack. To achieve this, some of the files of the Apolyton Pack have to be altered (don't forget to keep a copy of the original file!). The procedure is as follows (all paths relative to the "scenarios" folder):
- Copy the file "OneFreeTech\scen0000\default\gamedata\oft_slic.slc" to the "Apolyton\default\gamedata" folder.
- Add the following line at the end of "Apolyton\default\gamedata\script.slc":
#include "oft_slic.slc"
- Copy the file "OneFreeTech\scen0000\english\gamedata\oft_str.txt" to the "Apolyton\english\gamedata" folder.
- Add the following two lines at the end of "Apolyton\english\gamedata\Strings.txt":
#OFT strings
import "oft_str.txt"
That's it! From now on, all games with the Apolyton Pack include the OFT scenario. If you want to play an Apolyton game without OFT, replace the files you altered with the original ones (remember what I said about keeping the original files? ;-).

Now for the bad news:
If you want to play email games with the OFT scenario, you'll either have to load the turns from within CtP (i.e. copy the turn file to a subfolder of "[CtP_install_dir]\ctp_program\ctp\save\games", start CtP, navigate to the single player load game screen and load the turn).
Or you can modify one of the original CtP files (don't worry, the modification just adds some string resources) as follows: Add to the end of the file " [CtP_install_dir]\ctp_data\english\gamedata\String
