Well, I view things in the context that Bush was affected quite a bit by two very emotional events. First, Saddam tried to kill his dad and second, the 9/11 attacks. We would all like to think that a president could detach himself emotionally when discharging the duties of his office but the vast majorioty of us would have been overwhelmed by the responsibility Bush faced.
Add in the fact that he was clearly surrounded by hawks and you can see why he choose the plan of action that we have been following.
I believe Bush to be a good man who has made some mistakes. Most of us, in the same situation, would have probably acted in a similar way.
Any arrogance you may detect is that of a man who is acting on his convictions. IMO.

Bush proves he has a sense of humour...
It might be crass, juvenile and not at all funny... but he's got to start somewhere on his new career as a stand up comedian.
As opposed to a sitting down one.
