Yes, there should be a nice clear list.

list 1. Cheats (e.g. rush-buy)
list 2. Legal Tricks. (e.g. pathing)

Actually we had a couple threads running a couple of years ago about what is a cheat and what is not. I had a list of cheats in my PBEM Rules v2.0 long time ago also. You were quite new to the forum when I had released the rules 2 years ago so I am not sure if you remember about them.

well..it happens and happened here with several players a few years ago

those people have moved on and well..I was privy to the saves and saw how it was done through a HEX EDITOR to a saved game

shame..I mean to win someone would go to those extremes
