There will be three kinds of people that you can attract. Those that are interested in strategy, those that are interested in winning, and those that are interested in roleplay. Of course there will be combinations of those.
To recruit people you need to show that you have someone that others don't or something that will appeal to them. So you don't think that you will win, well you need to appeal to other things.
If I was in your position I would write an introduction to your faction thread with some strong roleplay and perhaps stories/jokes cartoons. Roleplayers are often interested in finding someone that will be interesting fun and someone they can make friends with. If possible don't concentrate just on what happens in your own faction. Do your research and look at what kind of posts the person you're targeting has. Figure out what they like doing then suggest ways they can specifically get involved in your faction. The best thing is if you get someone in your faction to make the offer to roleplay with the recuit. Something like "Hey if you join up we can write 'Empaths of the Planet' articles together".
For an example Tassadar recently recruited Frankychan into Morganites from the Spartans by making the offer to roleplay with Frankychan.
For strategy you may feel you're fairly weak, however to compensate you don't need to be super intelligent. What you can do is go searching for strategy posts and read them. Write a summary of what you feel would be important in this game and maybe try it in some single player games. Look at other people that seem interested in Gaians and strategy, and maybe show them what you've done. Ask them their opinions, on what you've done and if they're willing to join up and help with the strategy in your faction. Even if they decline they'll probably give you their thoughts on how to play Gaians. Strategy players will either be glory seekers that want to win, or want to join up and have someone to talk to about strategy.
With getting players in general, what they're looking for is a friendly environment without major responsibility. They want to be able to feel out the faction and back out if they dislike the setup or have real life commitments. On the flip side they may get more involved later when they've gotten the hang of things. It's usually better not to have the recruiting as the only topic in your PM, if the person you're contacting is unaware of the ACDG, then you might need to give some background information on how it works and what they could expect after they join up.
People want to know that they can be important to your faction, but don't want the guilt if they decide not to get involved.

Just to give Obstructor what is righteous his, I have to write that Obstructor was the only person creating a faction who wrote invitation to me. After getting acquianted with all factions probably being played I have decided that I have the following preference based on faction in-game background:
Angels
Gaians
Spartans
Morganities
Obstructor, although I have not accepted your invitation, you should know that I value it very much. You have skills for recruiting. As I read in "Rollcall" thread there are already four members of Gaians. It is enough to play a faction in Demo game. Count for new members coming during play. I came to last DG around 2153.

Back when I was furiously involved with the Spartan Chronicles (a SMAX fiction anthology from way back in ~2000) there were a few PM (ICU? I forget now), IM and similar efforts. Putting out a New Planet News newsletter, or similar vehicle, sound like a lot of fun, especially if a bit of creative license is allowed. That fits into the role playing aspect, which is what draws me to this (after my old friend Googlie tipped me off and gave me a heads up and an invite).

I understand that you avoid chatrooms, but private forum? You offended no one, but I was worried why were you abstaining without an explanation. BTW, we have a newspaper Voice of the Planet (licensed trademark so no title stealing ), which is welcome to all authors.

Hey take it easy, Obs! Although I may have turned you down, I have EVERY team so far. In fact there are a few of us who have, according to the rollcall. The other teams seem to have moved even further from their original ideals, whereas the Gaians at least are sticking to their first idea, which is preferable to the spam-fests being set up elsewhere. It's not over, there are some of us who, although not yet decided, are not outright ruling out the Gaians.
FWIW the Gaians chatroom is FAR more interesting to hang out in than most others on Poly. Have any other teams even started a chatroom yet? No. Too busy spamming roleplaying.

Most of the best people come to you on their own. They're mainly lurkers or we're told about the ACDG by a friend. PMs for recruitment are often to let people know that there is an ACDG and a faction called Gaians. The main thing in my opinion is getting the information that new people require out there.
Either by publishing something on what Gaians are like, or by asking people in your faction to spread the word around to other players they PBEM with etc.
I went through the whole stage of thinking "but there's nobody left to recuit". That's where you're wrong, it just takes time and you can't expect it to happen overnight. I kept my eyes peeled in the strategy forums, and made sure there was information in the public forum that lurkers could read. Ironically Honghu actually recuited most of the currently active players from her PBEMs, while another guy signed himself up after I wrote the ACDG introduction.
I guess what I'm saying is don't expect results from just a short burst of PMs. With recuiting you need to be in it for the long haul. I only ever attempted to contact about 5 people with PMs spread over 2 months.

As for strategy I came across this while I was looking for spartan data. There's alot more information on playing Gaians than there is playing Spartans let me tell you.

Valiant Team Gaian Members,
I tried to access the Super-Secret Gaian Private Forum using the link kindly provided by obstructor. All I got was a white web page that looked like it got hung and went nowhere. Is there some trick to get it to work? Is my firewall mucking things up, or some other PC setting?

Modified original text of Journey to Centauri, an episodic tale that details the splintering of the U.N. Alpha Centauri Mission on its way to the new world.

Added several subplots to fit with this ACDG.
“Are you sure Captain Garland?” – asked Lieutenant Commander Goran.
“Yes, I am sure that Zakharov knows what is he doing. Let him do his pulse test. If he doesn`t finish repairs we will overshoot Chiron, and the ship will be forced to slowly approach the planet for fifty years. I do not have the intention of living for next fifty years among hydrophonic modules, do you?” – answered Captain Garland.
“No, I am not intending to do so Captain. This planet shall need a strong ecological guidance. I am just worried that damage to hydrophonic modules has not been exactly determined. Zakharov may not consider that, but…” - Goran watched the trees in hydrophonics.
“I understand that you are worried. But Zakharov was one of the designers of the engine. He knows the abilities of this ship as well as you and I do. His engineers will repair the drive before it is too late. You however continue to examine damage to Hydrophonic modules. I to do not want to see this ship falling apart.” – captain`s words were spoken slowly, and cleary to calm down Goran.
“Very well captain, Goran out.” – Goran closed the link to Bridge.
He and Zakharov had some grudges on Earth, and he was appointed as Chief Mission Botanist/Xenobiologist aboard Unity directly against Zakharov`s wishes. But then again, Zakharov didn`t tolerate anyone who didn`t acknowledge his authority as the Earth`s leading scientist. And now, whole mission was jeopardised. He knew as did the whole crew, the risk of the mission. With every component of the ship being built by different state and government, it was actually miracle for ship to even leave Earth`s orbit. But it did, and produced a unique torch in skies of Earth. Perhaps the true reason of the mission was just that torch in the sky, perhaps they were just an interstellar coffin. But the prize if the mission truly succeded… A whole new alien world, untouched by human hand, with it`s own ecosystem and thousand things to explore and discover. He will not let others to spoil it once again. Earth must never happen again.
A strange feeling thundered through Goran, as almost as someone was watching him from the inside. He stopped walking, and paused, frozen in terror. Feeling as suddenly disappeared as it appeared. This must be the effects of cryoawakening.
But there was a possibility, surely there were more than him on board the ship. Goran tried to hide that fact during his evaluation for Unity Project He knew well that some must have suspected this, since Goran was the youngest member of the Executive Staff aboard Unity. Some have questioned his quick rise among the ranks before the mission. But Goran was sure that no one suspected the real truth. They said that cyroawakening will have strong effects, and perhaps this paraniod fear was one of them. Still lot of things to do. Module 7 might have some microfractures….
“There is someone on the ship. Someone unaccounted for." Captain Garland continued to watch the video matrix, his eyes darting from one camera view to another.
It most certainly appears so," said Lal, his words hurried and clipped. "But there is no record of any cryocells opened. Could the system have malfunctioned this badly?"
Goran didn`t listen to the rest of the conversation. His mind played with that trait. Unaccounted for? How can someone be unaccounted for on a mission like this? What were UN thinking when they designed this mission? Haven`t they excluded that possibility? How many “unaccounted for” people could then be on this ship? How could one allow such security breach? This mission was the greatest achievement of human kind, and they allowed saboteurs? Could they be hiding through all the ship? Perhaps even the meteor strike wasn`t an accident and somehow is the part of the plot of this, unaccounted for, people. Was mission doomed even before the lauuch? Goran quickly regained awareness of the ongoing discussion.
Garland nodded curtly and turned away. "Pravin, we may have to find a few noncritical staff to awaken. In the meantime find the nearest person to the armory and have them do a visual."
"I will do it," came Zakharov's voice, sheathed in steel. "But if you believe my people are in danger, we must arm ourselves. You must transfer to me the armory code key."
"Negative. Only Doctor Yang can give out that code."
"Doctor Yang, or yourself."
Goran sensed something strange in Zakharov, something hidden. Misleading. He had hidden motives.
"There is no reason yet. Those weapons are for use against an external threat until Doctor Yang says otherwise. Now tend to the ship. We need your people with calipers in their hands, not shredder pistols."- Garland replied.
Zakharov remained still for a moment, and Garland noted the tremble in his hands, held tight against his side. "I will register my concerns in the log. We can not afford any distractions, Captain. Remember that." And then Zakharov turned, activating his commlink as he did.
Garland faced Lal again. "Awaken Dr. Yang and 20 security staff. We appear to have taken a part of our past troubles with us."
Goran looked in Garland`s eyes and their eyes met. A single view was enough. Garland was aware that Zakharov is planning something. He knew that Garland wanted him as Chief Xenobiologist aboard Unity, because he was afraid that Zakharov is getting to influential on Unity mission. But Unity mission was full of strange appointments, some even political.
“I will return to monitor the hydrophonic modules Captain.” Goran exited the Command Bay. He had to monitor Zakharov`s staff that was pinging the panels in Greenhouse. One careless move could destroy the entire ecosystem. As it was on Earth.
While entering the Greenhouse, he noticed Natalya there. She was Zakharov`s original candidate for Chief Xenobiologist. She looked at him strangely, like she could see inside him.
“Lieutenant Natalya, what are you doing here?”
“Nothing Officer Goran, just monitoring the engineers that have been sent here, to Greenhouse. Excuse me sir.” She walked out from the Greenhouse.
Could she be spying on him? But what could she possibly accomplish? Nevertheless, Greenhouse needed tending.
"Where is Doctor Yang? He should have arrived by now." – asken Garland frantically.
"That is correct, Captain. Cryobay three, cell 457. Open."
"Then where did he go?"
"Where indeed?" came the voice, laced with the hiss of static.
"Trace it!" shot Garland.. "Sender, this is Captain Garland. Identify yourself."
"This is Jamski, Captain, of the security staff. Dr. Yang is with me." Jamski...the man's voice sounded smooth, commanding, brusque...elegant yet strangely flat. He also sounded like he was chewing something in his mouth.
Goran was listening to this through his comlink on the wristpad. The news sounded grim indeed. A band of insurgents aboard ship? And they already have a hostage, no one other than our Executive Officer? Yang had the codes to Armory, and if he gave them to insurgents they could start gunning down the crew. He hoped that Garland knew what he was doing.
"As you may know by now I was released from the cryosleep by a self-executing agent placed into your system by a...friend back on Earth. I and fifty of my companions are members of the Spartan Coalition...do you know of us?"
Goran knew that corruption would eventually allow this. Sooner or alter, human greed will destroy everything. Even so far from Earth, humans were once again seeding destruction.
"'A group of radical survivalists based in New Los Angeles with extensive political connections. Determined to secure the survival of humanity during the increasing chaos of the late 21st century.' Sounds like you're just one of us."
He laughed. "I assure you I mean you no harm. I and my people only intend to be given a fair share of the ship's supplies and placed on a deserted section of Planet to pursue our own destiny."
"And how does that differ from the rest of us? Do you question our will to survive? Why would you need to alter the ship's records and endanger the mission for that?"
"Look around, Captain. This mission stinks of politics under a veneer of idealism. We crave survival, pure and simple, and this focus gives us power. We wish to play out our destinies on our own terms." – Jamski sounded very determined.
"Then why contact me now? If your only goal is survival in its purest form, why can't you pursue that as easily on this ship or on Earth itself?" A pause. "You must realize by now that the ship is off course. If we do not repair it within 34 hours, we will overshoot the Centauri system and be unable to return for decades." Another pause. Reading the silence. "You can't fix the ship alone. We're in this together."
When his voice came back he could hear the anger in it, the violence boiling beneath the surface. "I want no philosophical debates with you, Captain. Our course is firm. Fix the ship if you must, but with our presence discovered we must take steps to protect our position. Nothing else matters, and we will survive because of it."
"Because of a single-minded focus that jeopardizes the mission?"
"Exactly because of that."
"Then what do you want?"
"I'm sending one of my representatives to the command bay. We will discuss it further then."
"We can not allow a...mutinous crewmember in the command bay."
Goran was now worried. Was it wise to provoke a group of insurgents that managed to infiltrate Unity Mission?
"You can, Captain. I am telling you that you can. Do not seal the lift or we will begin picking off engineering crew one by one."
Goran heard a Russian curse cut the air like acid. This means that they are already armed! Could they come to hydrophonics too? Are we already doomed? Will we have to arm ourselves and fight against them?
"Very well, Jamski. Send your representative, and leave the maintenance crew unmolested."
It was clear to Goran that captain Garland was buying time. But what for? Will he awaken more members to fight this menace? Goran disengaged his comlink. He had to prepare, somehow. But what can he possibly do? Zakharov`s people had to be monitored in the meantime. They were still pinging the synthglass panels at the far side of the Greenhouse. Jamskis threat could be put ina ction any moment. Could they target them? Only a madman would start a war on board Unity. He had to do something. But what?
Taken by thoughts, Goran noticed that a commlink came for engineers. What was strange about it, was the fact that all three engineers packed their tools afterwards and departed qucikly. Goran tried to ask one of them:
“Ensign, where are you going? Your job is not finished here.”
“With all due respect Commander, we now have a more urgent matter to attend too. We will be back quickly. “
Goran sensed something was afoot. Those engineers were worried, and this wasn`t due to fact that Unity was struck by meteor. They have just heard something bad. It could be news about insurgent Jamski, but why would they receive personal communication while he hasn`t received anything? He was sure that Garland would not just order the engineers to stop working and withdraw to safety. Garland would deal with problem, not succumb with it. Could Zakharov be in league with Jamski? This was troubling indeed. He had to contact captain. But what could he do alone? He had to awaken some of his staff. Before he managed to contact Captain, Captain contacted him.
"Officer Goran, acknowledge immediately."
"Yes Captain." He tried to make his voice sound crisp and smooth, professional in this time of crisis. "I read you."
"We have discovered insurgents on the ship. Crewmembers moving about without authorization...we don't know how many or exactly what they want.”
“I know Captain”, replied Goran, “I listened through commlink.”
“ We don't believe they are in your area, but you need to be careful.”-continued Garland.
“Have one of Zakharov's crew post outside the Hydroponics module."
"Zakharov's people are no longer here, Captain. They left a few moments ago under orders."
Garland`s froze for an instant, startled. "Did they say why?"
"No, Captain. They were pinging the synthglass panels on the far side of the Greenhouse when a commlink came in. All three of them packed their tools and departed quickly. I was just intending to notify you about that. And Captain...I could use people here. Whether we stop the ship or not, someone will need to eat, and my hybrids need tending. I can't rely on...that is to say, Zakharov's people are quite busy."
"Understood. Send your crew requests to the command mod and we'll trigger their wakeup from here. Keep the number to a minimum. Also, activate the motion detectors in the hallway outside the Greenhouse. Be careful,Goran."
"Understood. Goran out.”
This was just what he needed. A team of loyal crewmembers on his side. If this ship is going to be teared apart already, it is better we have a share for ourselves. Goran started to type crew members list: lieutenant Laurentius, ensign Ouro, ensign Hydro, ensign Cosmic....
