Galactic Overlord
A New Forum Game from
Jamski Productions

Overview

Galactic Overlord is a game of space strategy and warfare for any number of players. It is turn based and builds on the success of the well known Paper-Stone-Scissorstm system. Each player is the ruler of a faction determined to bring the whole galaxy under their domination using every means at their disposal until they are the sole survivor and the almighty Galactic Overlord!

Setting up the Game

Each player starts the game with three Bases. A Base is a planet, hollowed out asteroid, huge space station or any other large structure capable of supporting life and industry. For the sake of the game it is not important exactly what the Base is. The players should name their Bases for the sake of identification.
Each player also starts the game with 20 Build Points, or BPs. As long as the player has at least one base still in operation he recieves an additional 5 BPs each turn per base. The player's initial BPs can be used before the game starts to build the starting Ships or more Bases according to the following table:

The more expensive the Ship, the more Bases are required to build one:

Each Ship built can be armed as you wish with Lasers, Fighters or Torpedoes with each weapon taking up one unit of space from the Ship's total. A ship may only carry one kind of weapon.

Frigate......1 unit of space/1 hit point Cruiser......2 units of space/2 hit points Battleship...3 units of space/3 hit points Dreadnaught..4 units of space/4 hit points Titan........5 units of space/5 hit points


EXAMPLE : A Battleship might have 3xLasers (Laserbattleship), a Cruiser 2xTorpedoes(Torpedocruiser) and a Frigate 1xFighters (Carrierfrigate).

BP's may be stockpiled for use later during the game.

Playing the Game - Orders

This part of the game is similar to Nuclear Wartm. Each player sends his orders to the GM who processes them all together once they are recieved.

Normal Orders (you may make both these orders in conjuction with the orders in the next section)

  • Build Ships/Bases : You may spend your BPs or stockpile them for later. Ships built that turn may be used for attack and defence, Bases built may be destroyed that turn. Damaged Ships may be fully repaired for a cost of 1 BP (Now you see why big ships are good)
  • Use Spy : If you have a Spy you may stop one of your opponents orders that turn being exectuted. The Spy is lost.


Special Orders (you must choose only one of these per turn)

  • Attack! : This starts a fight between your fleet and that of an opponent. You must choose which ships to send, and which to leave at home in case you are attacked. See Combat for more.
  • Raise Shields! : This protects your Bases and Ships from all attacks that turn, and also stops any spies. The generator is exhausted by this use and must be rebuilt.
  • Rebuild Generator : Rebuilds the shield generator.
  • Train Spy : Trains and inserts a new Spy for your cause.


Playing the Game - Combat

Combat is a simple, and yet complex, Paper-Stone-Scissorstm system :

Every player must also specify an "Order of Battle" every turn, whether attacking, or expecting to be attacked. Failure to do so results in the loss of your whole fleet in confusion and panic. This is simple to do though. The players must specify what order they want to use their weapons.

EXAMPLE : Lasers-Fighters-Torpedoes (Las-Fig-Torp)

This is then compared by the GM to the Order of Battle from the opponent. Let us take two fleets of ships for an example.

We start by comparing the first row:

1 Laser vs 4 Torps.

Torps beat Lasers, so Player 2 scores 4 hits (for the 4 torpedoes)

Then the second row:

6 Fighters vs 2 Fighters.

Fighters = Fighters, so we look at the quantities. 6 beats 2, so Player 1 scores 4 hits (for 6 Fighters - 2 Fighters) The fight is tied.

Finally the third row:

2 Torps vs 3 Lasers.

Torps beat Lasers again, so Player 1 scores 2 hits (for 2 Torps)

Player 1 has taken 4 hits, and must lose some ships. Smallest ships are killed first, in the order indicated by the Order of Battle. He loses the Laserfrigate(1 hit), the Torpedocruiser(2 hits) and one Battleship is damaged and must be repaired before it can fight again. One Carrierbattleship is left in action.

Player 2 has it rather worse. With 6 hits taken he loses both CarrierFrigates(1 hit each) and both Torpedocruisers(2 hits each). At least his Laserbattleship is undamaged.

Since both players still have ships in action, the battle is a draw. The attack has failed. Had Player 1 eliminated the whole opposing fleet he would have also destroyed one of Player 2's bases.

Spy on Player X
Attack Player X with 2xLaserFrigate, 2xCarrierFrigate, 1xTorpedoBattleship

Defensive fleet : 1xCarrierCruiser 1xLaserBattleship(repaired this turn)

Damaged ships : None

Order of Battle : Lasers-Fighters-Torpedoes

Alliances

You may want to orgainise joint attacks on an opponent with an ally. In this case you must agree on an Order of Battle between the allies. If two differenet opponents attack at the same time without informing the GM of their alliance, then the defender must fight them consecutively, fighting first against the one who posted their orders first.

The GM applies hits to allied fleets in the same way as to a normal fleet. This means that if one ally has smaller ships than his partner, he will take the bulk of the casulties. War is hell.

The GM

The GM should report each turn on the orders of each player, their current navies, their bases and their alliances.

Winning the Game

You win the game by destroying all the bases and fleets of your opponents to become the Galactic Overlord

Clarification: Say you attack an enemy each turn. What is to stop him build a base with half his production and a new defensive navy that may win, hence never actually losing total number of bases?

I think that the types of ship should be kept secret.
So that once you've lost a battle, you can't instantly defeat the ships next time by sending the right kind of ships at them. Here's how I see it:

Reports come in of a force of three cruisers and a battleship entering my territory from the evily forces of Skanky. I send a battleship and two frigates to deal with it, and am told that I destroyed all of the enemy ships, but that I only have a wounded battleship remaining. That way the make-up of Skanky's fleet is a mystery to me, and mine to his. If there are survivors from both sides then they would know how each ship is armed, and be able to use this information only in future battles against fleets containing that ship. Therefore at the start of the game, we should only have the names of the bases and the numbers and types of ships made public, not the armaments on each ship.

Comments?


Also we should only get 4 BPs per turn from held bases, so that you can't just keep building new bases from 2.

Agreed. For reporting to the public, only numbers and types of ships should be named. There needs to be a way to destroy more than one base each turn though, or otherwise the first fights will always end in a stalemate.

Once you start to take out some of the other bases, then you will be able to expend less per turn on building new ships, and be able to start with new bases. This will mean that it will be difficult to stop someone once they have got a little bit ahead, but that this person will also be a target for all of the others, regardless of what alliances they have made or broken. This game is like a fancier version of Diplomacy, but without the complex map.

It will be hard to get a start going, so alliances will be important early on, especially if it becomes clear that someone is building up extra bases quickly. They will become a target for the others equally quickly. Jam, can we have it that if a base is unsuccessfully defended then it will produce no BPs that turn, but will not be demolished until directly attacked with no defence.

We need to make it easier to destroy bases, not harder!

Say you attack someone and wipe out their fleet. They have 3 bases of production with which to make a new fleet. You attack the next turn and wipe out their fleet. They have 3 bases of production with which to make...

I say you should be able to wipe out 1 base each attack if you have surviving ships while the enemy doesn't. If you have Dre or ***'s ( ! ) then you should be able to wipe out 2 bases each successful attack. This will prevent enemies stalling forever regardless of their opposition. Otherwise you would need 2 players to defeat a third, with only 2 players left neither would die.

Ok, secrecy will be applied to fleet lists except for reports of battles.

i.e. Your ships are secret untill you use them.

A bit more work for me, but worth it, I reckon.

Spaced - I was waiting for you

Duck - very good point. Bases to supply only 4 BPs per turn, not 5 is not an ideal solution though - you could use your starting BPs to build an extra base giving you the same problem. Better to increase the cost of a base to 16 BPs, I think. And use a cap of... say... 6 bases?

Skanky - I like the rule if you lost the fight, but not all your ships, then the base just defended supplies no BPs the next turn. This make it harder for the defender to get back on his feet after an attack, and he will be worn down by repeated attacks.

Rule Changes:

A base now costs 16 BPs to build.

Fleets to be kept secret.

A defending fleet that loses (i.e takes more hits than the attacking fleet) saves its home base from destruction. However, that base provides no BPs in the following turn due to collateral damage.

You attack someone with 3 bases and wipe out their fleet. They now have 2 bases. 2 bases provide 10 BPs, not enough for the new more expensive bases. They try to defend with 10 BPs of ships, but are defeated again, and another base is destroyed...

Say you won the fight in the first turn but didn't destroy the fleet - the next turn they would have 3 bases still - but they would only supply 10 BPs, not the 15 had they been better defended.

Meanwhile, someone is attacking YOUR bases at home

I'm waiting for fleets from everyone except Duke. Sorry if you already sent plans to build cheap 10 BP bases - they cost 16 BP now. *Shrugs*

I don't plan to change anymore rules now. If they're broken, they're just as broken for all players.

***Important Note***

In the case of someone missing a turn there is no penalty. The BPs are infinitely stockpilable, and their entire fleet is considered to be "on defense" However, you are attacked, and you didn't send an Order of Battle, your entire disorganised fleet will blow each other up and be completely destroyed.

Base captured, but you only get 2 BPs out of it per turn?
Logistically, have a supply base at the other side of a galaxy would make it tough to control.
You would of course also get the option to raze bases, like in Civ 3.

Maybe, like in Diplomacy, you can only build the top 3 types of spaceship at your original bases. So you can build cruisers and frigates wherever you want, but for anything better, you have to produce them back at home.

And can we have a galaxy map please Jam? Not that it would have much effect on the gameplay, since you can attack anyone from anywhere, but it'd look cool.

I'm not in favour of capturing bases intact... it will be enough to deprive your opponent of them, right?

BUT, I like the idea of capturing damaged goods... hmm... maybe only worth 2 BPs each, and don't count towards bases for the ship-size limit. Yes/no?

As for where ships are produced, in our FTL-travel universe it doesn't matter. They can get anywhere pretty damn fast.

I have starting fleets from Duke and Trokair.

The alliance rules are silly now. If two players attacker the same person without an alliance, they should fight first, then the survivors will engage the defender's fleet.

This will make an alliance important.

Why should they fight first? They have no hostile intentions to each other.

Because of the huge size of space, and the long timescale of each turn it is HIGHLY unlikely that the two fleets arrive at the same time in the same place, unless they are allied and cooperate on the attack.

There's no reason people couldn't ally just for a single attack.
