what level is the highest you can win most of the time?

I voted Regent. I have never been able to beat CIV or SMAC on the highest level.

I'll put it this way. I have gotten past Chieftan, but I won't say how far. (I'm glad the vote isn't connected with the post.) Considering the challenges I face now, I do not even think about playing the upper levels, let alone winning them. In fact, if I hadn't read turn by turn descriptions in various diferent threads, I wouldn't believe all you people are really winning those upper levels.
And as for playing MP with you people that do win up there in the stratosphere, no way. I may be silly, but I'm not stupid. Well, maybe the "stupid" part is up to debate if you ask my cats, but I would sure feel stupid watching you folks clobber me like a game of Whack-a-Mole.
I used to think I was a pretty darn good game player until I met Civ3 and you folk. If life keeps handing me lessons in humility, I may finally figure it out some day.

Pre-conquest (never really played Conquest):
I can beat emperor from just about any start, say except Aeson's little show-off thread. 
Deity, I will look for a decent start on this level, nothing special, just decent.
IE: river, one or two shielded grass, a lux within reach (not next to starting position, but close enough to someday get it) and a bonus close to the start (preferably cow )
If I have those, chances are I will win. (normal map, 8 civs)
For me deity isn't really fun though, the wictory is sweeter but the game itself feels more like work than play.

WHAT??? You mean you can actually WIN the game??
I confess that I'm new to C3C, so am still getting used to all of the rules. I do pretty well in chieften, but I haven't finished any games yet !
Oh and, BTW, I am NOT ashamed that I recently got my ASS KICKED, in the Ancient Age, by a Babylon/Portugal Alliance I didn't mind, though, coz after a year of playing civ2 TOT's dumb AI, it was actually a relief to see the AI sides actually commit sufficient forces to my destruction !
