Turn 2102 Gaians turn.
In my opinion the likelyhood of winning is
Data Angels
Morganites
Spartans
Gaians
From the looks of things the Morgans have the most balanced strategy team, they have done a fairly good assessment of the meta-game and area already starting to plan long term meta-game strategies, which I consider very important.
They have correctly identified their main enemy (the spartans) and figured out where the AI is and how to seriously hinder the Spartans (giving Yang armor).
The Spartans seem to have Googlie has their think tank, Maniac is posting pictures and has the attention to detail to get any plans excuted very well. Strategy strength wise I would consider them the equal of the Morgans.
However, the game setup is not in their favour as they are unable to offset their industry penality easily. One ways I see of doing that are to find a human pactmate early and work closely with them the land setup makes this hard. Also their blocked by the Hive who isn't a good AI to take over in the early game. If they do take over the Hive they'll likely have all the other factions turn against them as the AI buffer is now gone and they may end up with a 3 front war.
The high rainfall to give the factions extra nuts is also detrimental as the Spartans are usually better off making forests to help offset their industry penalty and this is not as good when you're supposed to be getting your nutrients from rainy squares. Their river square is also 2 squares away unlike data angels that started on the river and morgans that started next to the river.
Their advantages are the spartans are close to flexibility so can possibly get to the AIs on the other island first. Also the start is not accelerated so the elite morale bonus will have an effect for a longer period of time. These points offset the other penalities, but really come into effect when early bonuses mean the most.
The data angels started with a seriously unfair bonus of starting on a river. That really is equalivent to 2 turns of advantage compared to having no river and 1 turn of advantage with having a river 1 square nearby. My recent studies into starting gambits (for my HoF PBEM) has shown this to be true.
Enigma seems to be following his lucky pod pop and associated habits strategy. His first set of pod pops was one in 200 chance maybe higher, even the restart pop are very lucky. It will probably win him the game. I can tell because he doesn't bother to deeply considering long term plans or possible problems. Rather he seems certain that he'll be able to deal with any issues long before they pop up and is fairly confident that pod pops won't cause any problems. Nobody thinks like that unless they've got more information than they should or they're not paying attention. I had a long chat with him, hopefully he'll listen to me. I'll should be able to tell if he changes his ways within a few turns of him doing so. So far it seems he's just gone deeper into hiding as I made him aware that is was so balant what he was doing.
Gaians while their turns are going to come out regularly are probably going to be slaughtered. They started with the worst starting position (no river or pod) and one of their landmarks (the ruins) is going to be unusable for a while because Buster filled in the center square with fungus. They don't have a strong strategy team. At the moment they have a really good organiser (obstructor) in the team, but it isn't the same.
With the Gaians the first mistake I've seen was sending their colony pod into the fungus with the scout. It cut down their options as most of the squares the colony pod can now move to will be fungus, also they could have explored a little more work the colony pod by sending it in another direction. They've exacerrated the mistake by deciding to move the colony pod north into fungus again with the scout. They should be thinking of planting the pod as soon as possible.
All teams have figured out their mod3 beelines except for the Gaians.
All the teams have figured out that Yang is in the center with the players connected to yang via thin land bridges (except maybe the gaians, who still seem confused).

Sometimes the tough choice is also the wrong choice. I don't share your certainty that chosen path is the right one.
What we are doing will get him ejected from this community all together I think. You've seen how much he loves this place, he treats it almost as if it's a second home. Even more than you or I do. I fear what instead will happen is he'll block himself off to prevent himself from hurting too much and won't learn from this mistake at all.
However, I've also seen first hand that not everyone is like Googlie. I originally thought people knew, because it was so clear to me what he was doing. I believed that people knew, but they were tolerating it for their own reasons. It appears that they were simply lying to themselves as they didn't want to deal with the issue that Enigma was cheating, especially when they couldn't prove it. That changes the balance in my mind, but I still haven't figured out where the balance is.
I'm think I'm disturbed by the fact I don't know and that I've been forced into making the decision anyway.

It is not your responsibility to wage an all out war against Enigma, Kody.
For HoF I can see that Enigma was trying to play honestly, perhaps because the players all supported him when I raised the question after his reload exploit thread. He receeded to using exploits because of the worm incident and then he fell back to his old habit. I wish Barinthus had been checking more diligently, especially after his power chart re-shot up after he almost quit the game. He deserves a warning from the CMN. It is hard to fight habit and it is so easy to give up the fight.
Bear Baiting is a game essentially set up for all other players to rally against him. He faces immense pressure. It is not surprising that he has even less motivation to fight the old habit. You gave him warnings, you talked to him. I think you've done all you should.
It is not your responsibility to catch all his cheatings in all of his games. Every game has its CMN. Some may not be as able as you, and some may not be able to detest his cheating if he did it very cleverly. However, there are things that are obvious that could be easily checked if they check diligently. Most CMNs do not follow the game closely, because there isn't a need to. When people knows that there is a need to do so, I believe they will be able to perform their own duty.
We do not want to make Enigma an enemy. We need to help him to fight his own habit, perhaps game by game.

When was he trying to play honestly? He used the former reactivation everytime he was able to in the HoF game. I never noticed a single time he didn't use it right up to the most recent turn which happened after the third warning and 2 days after he had promised me that he would stop using the terraformer bug.
The only times he went clean was when he thought either I or Drogue were watching.

As for your most recent post in bear baiting about how everyone should show him leniency. I think you're more scared about what you've actually done, it finally sunk in that you've condemned someone and you don't want to be that kind of person.
I know that is why I hate myself. Only I did it with full knowledge of the results whereas I guess you were too angry to realise.

Kody, the course is so clear to me, I didn't realize you didn't understand.
When somebody does something that is not allowed, you simply tell him, no it is not allowed. You don't let him do it, do it, and do it. And then you suddenly throw him out of the door.
If he sees that he has to face real consequences, he'll know that he has to stop. That's why I always believe that it is the CMN's responsibility to catch cheatings and notify everybody. At least you admit that he can go clean if he thinks that you or Drogue are watching. Yes he can go clean, as long as he knows that he won't get by by cheating. It is such a clear case to me, I don't know why you can't see it.
I am not scared about what I have done, I'm happy about it. Because I see Engima is finally coming out of his hiding place, and has to confront his weakness. Whether he can win this fight, I don't know. But at least I helped to give him this opportunity.
I regret that I haven't made it more clear to you earlier though. I thought you'd understand. I am not angry. But I am very sad.

If you're really interested in Enigma welfare then you wouldn't say that having someone watch over him constantly is going to help him. That just the solution where you pretend to fix the problem, but you're really just covering it up. What happens when Drogue or I am not there to watch over him, there was a reason why I went through every one of his PBEMs, and it wasn't because I enjoyed it. It was because he has to know that he can't always be evasive and get away with things. Just 2 days ago he believed that I would never move against him and that he could cheat all he wanted as long as nobody found out.
I've already tried the soft approach, and he's had already had almost been caught in the ACDG, but he still continued to cheat. He's got the impression that things will work out for him because we're soft hearted.
I forced him to make the choice to go clean three times.
1. nudged him about cheating - no response
2. said cheating was wrong - got told he wins because he doesn't have morals
3. told him that I know he was cheating and I wanted him to stop - he hides his cheating in bear baiting and continues cheating in his other pbems where he thinks I'm not watching.
4. he owns up to all his cheating or I tell everyone all of his cheating - he talks to you and tries to get the cheating dealt with quietly.

I've talked to him before and he doesn't consider it an weakness, he said morality was my weakness last time I had conversation with him about cheating without me accusing him of it.
I also thought I made it clear to you that there was very little middle ground. Perhaps with another person you could accuse them of cheating and they would get forgiven. With Enigma I see a strong likelyhood they will eject him.
The decision that I saw you giving me was one of two opinions.
1. Go slient let Enigma keep on cheating and think he's a god because the one person that confronted him directly about won't expose him nomatter what. Also leave many people with a sour taste in their mouths because they suspect Enigma is cheating, but can't do anything about it.
2. Tell them that Enigma was cheating and watch as the community throws him out. Also most likely leave myself.
