Government Structure:

Unicameral National Senate of 100 members performs most legislative functions. Chief Executive appoints cabinet members and secretaries, who may not hold Assemblyman titles at the same time.

Republican Senates (also 100 members) use the language of their particular Republic. However, the National Senate and national government matters are conducted in English. Senatorial candidates and secretaries must pass aptitude tests in written and spoken English.

Economy

Karakas is a free-market economy at the upper end of the middle income range. In the second half of the 20th century, Karakas moved strongly towards high-tech industry, though it retains a significant farming sector in the western states, and the Gold Coast and Adailton continue to manufacture chemical products competitively. Karakas is self-sufficient agriculturally, while it imports raw materials.

Army: 124,000 personnel

The Karakas Army’s role is to perform offensive operations, including capturing and holding territory. Its training is of an average standard, and its equipment and vehicles are slightly behind the curve with respect to comparable Apolyton nations.

Navy: Includes 47 destroyers, 19 submarines, 14 cruisers, plus patrol boats and reconnaissance and logistical craft

The Navy has a long tradition in Karakas, going back to the Numenorean settlement of the Gold Coast and Kyralia to use as naval bases. The navy’s role is mainly to patrol territorial waters and assert control over naval trade routes; power projection capability is small. Karakas produces most of its naval weaponry domestically, while it imports and then adapts much of its air and land weaponry.

Air Force: 20 wings, including 40,000 personnel

The Air Force has in the past had to compete with the Navy and the National Guard for prestige and sometimes even for funding. As such, many of the airplanes in Karakas’ Air Force date from the 1970s and 1980s. President Jose Djordjevic has declared modernization of the Air Force to be one of the priorities of his second term.

Marines: 24,000 personnel

The Marines were formed in 1824 to protect Karakan merchant ships in the Sea of Storms. They are mainly intended as first-strike forces against hostile positions.

National Guard: 203,000 personnel

The National Guard’s main responsibilities are defense of Karakan territory and internal security, although some units are capable of offensive operations. They maintain hundreds of miles of fortifications and defenses along Karakas’ borders; and include under their command more than 100,000 paramilitary police officers, such as various SWAT units and Adailton’s feared Civil Defense Militia.

Weapons of mass destruction

Past Karakas governments have declined to sign non-proliferation treaties of chemical, biological, and nuclear weapons. After the State of the League address in which President Djordjevic said that Karakas “must not renounce any form of technology”, observers have wondered whether Karakas might be seeking nuclear weapons.

Chemical: Karakas is believed to possess a wide variety of chemical weapons suitable for warfare, including blister agents, defoliants, and water-borne poisons. Police departments around Karakas regularly deploy irritants and malodorants to subdue violent suspects and civil disturbances.

Biological: Several government and university institutions around the country continue research into disease organisms, including bubonic plague, tullaremia, tuberculosis, and hemorrhagic fever viruses. The government is suspected to be carrying out research into delivery mechanisms for disease organisms.

Nuclear: Extensive use of nuclear power generation on east coast, Kyralia, and in the Marshall Islands. Karakas is believed to be capable of building nuclear weapons, but has no confirmed nuclear arsenal.

Missile forces

Karakas maintains a number of medium and long-range missiles, including ones of the Tomahawk [like real world] and Zarathustra [not like real world!] archetypes. Some missiles are believed to be fitted with chemical warheads.
