I'd say that it was a mediocre speech. Not enough passion (granted, he's not a young guy), and way too long. Certainly better than Mikulski's speech, but not as good as Gore's speech.

Because they want to be taken seriously among their peers. Protest suggests weakness, lack of discipline, fanatacism, a penchant for mob behavior, anti-intellectualism, and can be a real hinderance to one's political future. Do you honestly think that Kerry wouldn't make his whole Vietnam Veterans Against the War thing disappear right now if he could do so? Notice how he will be heavily spotlighting his comrades in arms (in Vietnam) at the convention, while I doubt that any of the loonies he was hanging out with from the V.V.A.W. will be on hand.
Contrary to popular belief protest rarely has much impact these days politically. I haven't noticed much positive impact since the Civil Rights era, with the Vietnam War protests being far less effective at the time than they have been reported to have been more recently. Failed protest movements? Nuclear freeze, Animal Rights, hundreds if not thousands of environmental issues, anti-globalization, anti-GM, anti-Iraq war etc. ad nauseum.
