Hmm, everyone's going for mostly C or A. 10% damage will equal 12 HP when fleets have 120 total hitpoints, or 60 BPs worth of shipping.

This generally happens around Turn #4. Thus, attacking in the first couple of rounds will be more attractive, while in the later rounds somewhat less.

You could have it 12 HP damage or 10%, whichever is greater.
