Personally, I'd have him tied with Littlefield, but still above Dan O'Dowd (Rockies), Chuck LaMar (Devil Rays, though there is something to be said for turning Zambrano into Kazmir AND another decent prospect), and maybe Dan Duquette (Mets), though the Mets' troubles probably have more to do with Fred Wilpon thinking he actually knows jack **** about baseball, let alone more than HIS OWN GM, than with any of Duquette's decisions.
As for renaming the Expos, I'd either go with Senators or "Washington Grays," after the Homestead Grays of the Negro Leagues. (seeing as the Senators did suck for most of their existence, after all, while the Grays did not... )
