When settling new cities near the barbarians, we should remember that we have Temples everywhere. Remote colonies, like Cavillonum (Scythian) can be taken without a fight, by surrounding them with our culture. This is true for the Celts, the Goths, and the Scythians alike (look at the culture graph...). Carthage and Macedonia will probably be more resistant to flips.
We have cash for that, so we should keep rushing units. Just remember, that it's best used in cities with low production. 
Stolen Wine looks like a fine location for our FP. Even if Decetia doesn't flip, we'll be conquering it sooner or later.
The islands look nice, but none are 1-tiled, so a city there would be in danger. I don't think that's a good idea.
Considering our "automatic" border expansions, and the fact that we need land, here are some proposed city sites. They assume border expansions, count on added Walls defense, and the conquest/flipping of some neighbouring barbarians.

- Brundisium 7888 (Spain)
- Brundisium 7774 (Spain)
- Seleucia 9999 (Scythia)
- Silk Meadow 777 (Scythia)
- Lost Dreams 333 (Greece)
- Optima Farma 22 (Greece)

That is probably too many already, as we are close to the 9% area, that is needed for a win, and still conquering Carthage.
We are also approaching the population requirement, so I guess growing cities at home is a good idea for the next Emperor after Optimus Betamus.

Comments after the glorious reign of Emperor Betacles.
As the Empire is in a very good shape, there are mostly minor things in the domestic department. Only the first issue is very important.
- A few core cities can be micromanaged, to improve Legion, and Heavy Cavalry production. A Legion needs 23 uncorrupted shields, a Heavy Cavalry needs 15 uncorrupted shields. Building those units in 2, instead of 3, or in 3, instead of 4 turns will provide Rome with a stable, long-term increase in military output.
- And Infirmary in Rome would allow the city to grow. There are many unused tiles around our capital. That is uncorrupted production, and trade we are losing. Also, this would help Ancona, by providing it with additional Hills, and Mountains to work in the future.
- Massilia, and Lugdunum should both receive Harbors. This will free land tiles around Stolen Wine, so our Forbidden Palace city can grow.
- Cities near the Alps (Segusio, Conathon, Mediolanum) need more Irrigation around them, so they can work all those Hills and Mountains. An Aqueduct in Mediolanum is long overdue.
- We need more Workers to improve the claimed terrain. Perhaps not only corrupt cities should provide them.
- The cities of Malaca, and Brundisium will profit from Courthouses.
Diplomacy. Some interesting twists, that our Emperor provided. Things that can, and can't be done:
- The Goths want Horses. For that, they are willing to give 130 Gold and either a World map, or an Alliance against the Scythians. This I find worth considering.
- The Macedonians will pay us 10 Gold to keep fighting the Scythians. They will throw in a World Map. They will accept a straight Right of Passage proposal. Useful if we plan to keep the peace. Not useful, if we plan to attack soon.
- The Celts would require a large Gold sum to go after the Scythians. They will accept a straight ROP. Not very useful.
- The Egyptians will pay us 140 Gold for an alliance against the Scythians. This I find worth considering.
- The Carthaginians will not surrender all 4 cities in Spain for a Peace Treaty. In fact, they won't surrender any of the two bigger ones (size 4).
