First thing you have to do is set up a location. Borders is good, so is a sandwich shop that can handle large crowds. Talk to the management and let them know what you're up to, make whatever promises of future coffee and bagel purchases by your group in order to get their permission.
In short: You have to find a place to have the meetings before you advertise for the meetings.
To advertise:
1. Flyers at local colleges, used book stores.
2. An ad in the local alternative paper. Also call the major newspaper, ask them if they have a "community" section where groups can make announcements about upcoming meetings - if they do, they'll be either cheap or free. For example, the Atlanta Constitution has a weekend section where they list all contact groups, political groups, etc etc, where they're going to be and their meeting schedule.
3. Call up local talk show hosts, tell them (well, the producer) that you want to talk about your movie club. If they allow you on, tell them what you're up to, where and when you meet, and what the first movie is (Pick something that'll get a good audience - you can't go wrong with Gone with the Wind as a first movie.)
4. Tell everybody you know about it, rope some people in if you can.
