The Department of Homeland Security has come in possession of evidence clearly showing the intent of the leading terrorist organisation (Al Qaeda) to capture one of the Russian ICBM launch facilities located in Kazakhstan. The news has been communicated to President Putin, who assured the Americans the situation was under his control.

Due to this immediate threat of a terrorist nukelar attack President George W. Bush has ordered the American military forces be placed under DEFCON 2. Rear-Admiral Ljube-ljcvetko acting upon orders received from the Joint Chiefs of Staff has dispatched a dozen of nuclear submarines to the area to counter the threat if need be. One of them is the nuclear submarine USS Alabama.

Then you could have people be Rumsfeld, Wolfowitz, etc. You could make the story around the capture of Bin Laden, so you get a Bin Laden character too.

Indeed. In fact letting us know who is what actor makes it even easier. Gene Hackman always plays at best a jerk and at worst the villain. Lord Nuclear is the 1st killer.

And of course Denzel Washington is always the hero therefore it is obvious to even the most dense individual on the face of this planet that I'm innocent.

I'll need a race-lift for this role, tho.
