As for the "first to send gets the Tower" dilemma, yes its a problem, anyone have any solutions? I think its alright as it is, as the benefits are minor and the Tower becomes a target later in the game, though there's probably some brilliant fix that can be made.

It is a big help in the beginning of the game, but loses steam after trading picks up.

I don't think the Tower needs to be fixed- people can spend up to 4 gp on it- maybe the game should start with 6 gp- allowing more starting strategies however?

This way people who waste their time trying to complete the tower but don't bid enough don't get it, etc.

if a fix is needed, I would suggest starting with 6 gp...

Actually, more starting gold is definitely a good idea, I'd raise it 15 gold. (enough for two cities). As it is now, the first turn is a slow bore.
