Looks like Maki couldn't make it. 
Two things.
1. Units die when they fight. Reinforcements need to go all the time. If you start sending them when it gets bad, you're toast. This is what happened.
2. It does not pay to stay at war with the small guys that have luxuries. Not unless you can kill them quickly. We couldn't.
1695 AD
- Peace with Zululand. They gave gold.
- Get Silks and gpt from Zululand for outdated technology.
- Peace with India.
- Get Wines from Sumeria.
- Hitties won't talk.
- Rome won't talk.
- France won't talk.
- Alliance with England against the French.
- The Arabs won't talk.
- The Celts have Replaceable Parts.

- Sign ROP with the Iroquis. They gave 3gpt.
- Abandoning cities in former England (or Korea, or whatever). Can't hold them.
- If the Hitties prove too strong, cities in former Greece will go as well.
- Sign and alliance with Greece against the Hitties.
- Replaceable Parts in 5 turns.
1700 AD
- The Hitties capture Bodo.
- Renewed the Gems deal with Japan.
- Abandoning cities in former Greece.
1705 AD
- The Hitties ask for a peace treaty. Too bad it happened after abandoning cities. I accept.
- Renew luxury deal with the Iroquis.
- Take Tours from France, get a Leader.
- Sign peace with France.
1715 AD
- The Celts start Theory of Evolution. This means they have Scientific Method.
- Sign peace with Rome.
- Electricity to the Iroquis for Incense, 102gp, 115gpt.
- Luxuries to the Zulu for 15gpt.
- Luxuries to France for 7gpt.
- Magnetism to the Ottomen for some gold.
- Last Temples rushed in former Korea. Hopefully this will prevent flips.
- Replaceable Parts in 1 turn.
1720 AD
- Replaceable Parts done, start Scientific Method.
- Start a prebuild for Theory of Evolution in Aarhus.
- Universal Suffrage in 4 turns. It will help a lot, once we're a Democracy...
- Pentagon in 5 turns in Stockholm.
- Industrialization to Greece for lots of gold, and a Worker.
- Industrialization to Sumeria for lots of gold.
- Banking to France for gold.
- Arabia won't talk.
Mid term look at Scandinavia. We're ok, but Monarchy hurts. I think we should go for Republic, or Democracy. Republic gives worse results (corruption), but allows longer wars. And our low reputation can bring many wars to us. Fascism or Communism are far away, and not very good because of pop-rushing. Alternatively we can stay in Monarchy, but any conquered territory will be dead corrupt. Still Courthouses and Aqueducts to rush.

I agree with not reacting to war with a buildup..have troops in place to do the deal
and the Celts have replaceable parts? NOW HOW COULD THAT BE?

The Celts are Agricultural. This is the most powerful trait in Civ3. And they have very good land, a part of it taken very early from Rome. They had time to build, and they did. Now they are quite powerful researchers. We can try to get ahead of them, and then sell them technology, to keep their treasury empty.
My plans for the next turns: Keep the peace, finish building the industrial base in the core, finish Railroads. Oh, and there's lots of units to upgrade now. I'll start with Muskets to Infantry in our colonies, in case something ugly shows up. Suspicious movements spotted by the Celts, and the Iroquis...
1730 AD
- Steam Power to the Hitties for lots of gold.
- Theory of Gravity to the Ottomen for gold.
- Sign peace with Arabia.
1735 AD
- Democracy to France for gold.
- Saltpeter to the Hitties for gold.
1740 AD
- Trondheim builds Universal Suffrage.
1745 AD
- We have Scientific Method now.
- Stockholm builds the Pentagon. This will make our armies a bit stronger.
- Switch the prebuild in Aarhus to ToE. Will finish in 1 turn.

- Turn off research, anticipating ToE. Research goal switched to Atomic Theory.
- Start a prebuild for Longevity in Stockholm.
1750 AD (last turn)
- Theory of Evolution in Aarhus. Atomic Theory, and Electronics granted by the wonder (two most expensive tech available to us at the moment).
- Start Hoover Dam in Aarhus (10 turns). Don't build Hydro Plants at home. For that matter, don't build any power plants - the 10 turns aren't worth it.

- Start researching Sanitation (for Longevity).
- Railroading nearly done. Joining many Workers to cities.
- Military Tradition to the Zulu for gold.
- Atomic Theory to the Celts for Nationalism and lots of gold.
- Chivalry to Russia for gold.
- Scientific Method to the Iroquis for gold.
Uff. 
There are still Courthouses, and Aqueducts left to rush. We can now make technologies in 4 to 6 turns, while running a useful surpulus, but this is only due to trades. If we go to war with one of our clients, we'll get much slower. Surprisingly, Monarchy can work (size does matter ), that's why I didn't start a revolution. We have good defenses everywhere, except Island. Many, many Musketmen, and MedInfs to upgrade almost everywhere.
