Prices fall because of supply, if you have too much supply for the demand, prices come down. But unless the over supply and resulting price drop scares all the people who increased production to take advantage of the higher prices out of maintaining production levels above the level before the price hike, you'll end up with more production.

No. I did not ask if you meant that the producers In the third world would consume imports. That's why I asked if you meant that they consumed more of the food that they themselves produced.

Since the ban only applies to live cows born before 1997,no. You will remember that the case of mad cow disease that we had came from a cow from north of the Border that was born before that date and that information was not made available until after it was discovered. It was a poorly constructed non-tariff barrier if it was one. If we banned all canadian beef, then yes it would have been one, and had that been its intent I'd have opposed it since we shouldn't use ntbs, but rather tariffs.
