That seems like overkill to me. One of the most interesting parts of Civ3 even in PBEM is the early-game, where you have to balance exploration, research, defense, expansion, etc. Your proposal would all but eliminate this phase from the game.
I guess we're both envisioning different ways this game will/should play out: you want large armies, large empires, and a big bloodbath; I want few cities, less room, and strategic play. Both our setups lend for a quick game. In fact, I would argue that with 70-80% water (and maybe 6 teams) the game would go a lot faster. Sure, it might end before the Industrial era, but that's fine, CIV will be out way before then. Pushing a lot of units around just makes turns take longer and does not (for me at least) improve the PBEM experience.
And that's my 0.02$.
