We should probably get to discussing this. Are we going to appoint our ministers, or elect them? What minister positions are we going to have? Here is my suggestion, but please know that this assumes many people are active an volunteer.
Minister of War: The main responsibilities of this position does not come into effect for a very long time, and even when it does, it is only for a short while. I propose that in the beginning, the MoW should research with the Minister of the Interior how best to deploy our UU, work together with the Minister of Information to figure out the military capability and current military force of other nations, as well as invasions plans and defence plans for our nation, in case of war. When a war occurs, it is the responsibility of the Minister of War to post and update our war plan, as well as how the war is progressing.
Foreign Affairs Minister: The Foreign Affairs Minister should be responsible for all diplomacy sent to other teams, appointing ambassadors, working with the Minister of War, and Minister of Information to find out information about the other teams, and advising the Senate and Consuls about proposed trade deals. It is up to the FAM whether or not he wishes to appoint a correspondence writer, ambassadors, or a deputy, although it is advised.
Minister of the Interior: I propose that there be two Ministers of the Interior once we get a sizable amount of land and cities, but in the beginning, only one is needed, and will probably only advise the Senate and Consuls anyways. The Minister of the Interior is responsible for managing our cities in the most efficient manner possible, with the optional use of E_T's (amazing) spreadsheet. The Minister of the Interior must work hand-in-hand with the Minister of War when a war is being planned.
Minister of Information: I think the Minister of Information will be critical to our success. The Minister of Information will send PM's to our members every other week, informing them of any changes, as well as messaging our members when anything important happens (war.) The Minister of Information will work with the Foreign Affairs Minister and Minister of War to provide information about other teams. The Minister of Information will be in charge of managing the Information Center, and Area X.
If a Minister (or Consul) feels that they complete their share of work easily and quickly, and want another job, they should be welcome to requesting the Foreign Affairs Minister of becoming an ambassador, or asking the Minister of Information to work on Area X with him.
I also propose that if a Minister or Consul goes AWOL for three turns, a temporary replacement is appointed by the Consuls as soon as possible. If the Minister or Consul misses two more turns AFTER a temporary replacement is picked, a permanent replacement shall fill his spot.

Ah, keep one all of the time....just give him a good supply of Alcohol so that he can play the part of they Happy War Minister that was in Civ 2

It might be better to have 2 from the start and maybe expand things as we get to be very large. This allows the sharing of tasks and helps to keep them from buring out. If anything, one can be primary and the other secondary, but both are in agreement about the course of our Plans and the implementation of them. This way, if one or the other has to leave for a short time (due to RL), then the other is ready to pick up the full load.

Area X has been lacking for sometime and needs to be revamped before we start up this new game. Again, we might be better to have more than one for this, as that can be a lot of work, especially while things are rapidly advacing in the game.

Also, If any Cousul or Minister is going to be absent for any reason (that he knows of in advance), he must Inform the Senate & other Consuls/Ministers of this.

What do you mean by that? I was just proposing more tasks when not at war, to keep the minister busy.

I don't know if I have time for a Consul position (or would even get elected! ), but I am interested in becoming Minister of War. We need to make sure that, in our quest for diplomatic finesse and commercial dominance, we do not ignore this important facet of the final game.
