In the sense of hardest to avoid being killed by and managing to kill.
Imagine you're in an arena, Colosseum-style, armed only with a knife, say one with a six inch blade. An animal is released into the arena with you, and now you have to not only survive/avoid the animal, but also kill it.
"Why does this have to happen to me", you ask. I know it's not fair at all, but those are the rules. You don't have to eat the animal though. Unless you're suddenly hungry after all the fighting and really want to grab a bite.
Anyway.
Under these conditions, which animal is the most scary? Tigers, lions and bears come to mind. But imagine having to fight and kill an elephant, that could become very messy very quickly, and not just on the elephant's part. Or a giant alligator. You might be able to avoid it for hours and hours, but once you have to kill it... Or a rhinoceros. Brrr.
I think a tiger or a giant bear is probably the scariest. They're both much larger than you and very mobile. Hard to get to fast enough to also have a chance to tell about it afterwards.

Yeah it's unlikely you can kill elephants etc, but at least tiger or lion you have a problem of them being faster than the rest, and predatory. Meaning when they attack you, which they will likely do, what are you going to do with your pogo stick of a blade? Dodge? Good luck Block the attack, with what? They have big teeth and claws coming at you, how you block it? And ocne there, they are faster and stronger than you and they want to kill you.
No no, I take my chances against anyone else first, because almost the only way to win is to get a super lucky strike when the tiger/lion makes their first attack and you hit them in the right spot, what ever that is, and they drop so you can finish them off.. otherwise you're gone.
