I voted for Peter the Great, but Ivan IV or Catherine the Great would be good as well. Just for patriotical reasons I'll mention Catherine I - she was Polish.

Let's not have any more notions that Russian women leaders are there only because of their gender:

I don't think that Catherine was a bad choice for Russia. She was certainly very influential n Russian history, but IMHO other leaders are more deserving.
