What if the T-shirts were bought legally then modified by the individuals? A group of women at the church could have gotten together and altered the shirts for the church, it's not hard to do. You can buy the necessary materials in many craft stores. I don't think you can prosecute someone for items they modified after purchase unless the modification is outright slander..
