I don't think you understand the motives of terrorist tactics, at least those that aim at foreigners in Iraq (be they western citizens or diplomats from other countries).
The Iraqi terrorists consider that anything which plays in favour of the stabilization of Iraq goes against their interests, as it favours the stabilization of the current government.
The NGO workers, be they American or Greek, contribute to alleviate the problems the terrorists cause. As they kill some NGO workers (and as they give the clear message that your nationality won't protect you), they scare current NGO workers into leaving, and more importantly, they scare potential workers into not coming.
Same with diplomats. Ever since the UN has lost his local director, the UN has stopped to have any significant role in Iraq.
Their eventual objective is to isolate the US, so that only the US remains, and so that the occupation (and the "collaboration" with the current government) will be much weaker. If they keep up with their quagmire long enough, the isolated US could even leave the country to its own devices, to its own civil war.
And this is exactly what these murderers want.

He was trying to run onto the train (which is obviously more densely populated), and was tackled right before he got there.

Police saw a Pakistani man with a very thick coat on in the middle of summer heading on the tube, challenged him to ask him to open the coat, and instead he bolted to try to make it on the train.
What, exactly, do you think was going on there if he wasn't a bomber?
