Which reminds me of the Democratic League. (if anybody forgot, the alliance was voted to become like a league of nations deal) Due to Italy's request before joining, the following amendment is proposed.

Amendment 1: No Democratic nation (or Republic voted in) must remain in the league against her will. No payment must be made to the league or any member of said league to leave. The only requirement is a notice of leaving with proper explanation as to the reason of departure.

All members (Britain, Spain, CEU, Russia), please vote (send me a PM or IM) on the issue by next turn if no debate occures. Voting will be pushed back another turn if a debate is wanted or if changes are wanted to the proposed amendment. No vote will be counted as an abstain. At least three votes are needed, and a two thirds vote is required to pass.

Another proposal:
We should accept Jugoslavia into the league, should she wish to join. Since she is currently a republic she must be voted in. Voting rules same as above. Please PM or IM me with your votes on each issue.

PS. After these issues are resolved, a president will be needed to be elected and his role will need to be defined.

What you propose, JM, is essentially a dissolvement of the alliance as an alliance, and what good is it for, then? If there is no restrictions on membership, no penalties for leaving, and the alliance can accept members of another alliance, well... that dissolves the security of the alliance, because any member will be able to join and reap the benefits, leave with a lousy excuse and declare war on another member or a third party. Or shall I take it, that it means the remaining penalty is the remaining members will be left to decide what to do, in case the explanation is not reasonable?

The penalty for leaving or breaking the alliance as it is, might be a bit harsh, but I believe there should be a penalty in of some kind, if nothing else, as a guideline for the action the remaining members can legitimately take, in case the alliance is broken or left dissatisfied in another way.

Well, Hardjoy, technicly the alliance as an alliance is already disolved. If you remember we voted on and, by majority, accepted the new constitution, incomplete as it is. Technicly the constitution did not have ANY clause on leaving at all, and this amendment was a clarification. However, you do raise a good point. While the old alliance constitution was harsh on dissedents, it did hold the alliance together, but the old alliance, as was, no longer is. However, if you would like to propose a counter amendment, feel free to do so. Remember, the purpose of the league is to unite democracies of Europe. Granted, the league as is needs revision to do so. Propositions are welcome from any member nation or suggestions from outsiders. And of course the treaty as is (also posted on page 21):
Preamble

In a freed Europe, enlightened by the light of Democracy, it is necissary for all democracies to learn to settle disputes amongest themselves and not to resort to the brutish force of Tyrants. Therefore, the Democratic Alliance, which pits democracy against democracy, shall be reformed in this treaty, so that all may be included and have a forum to settle their disputes.

Article I-Membership

I. All democracies shall be allowed to join.
II. Republics may be voted in by democratic members.
III. No dictatorships shall be admited.
IV. Should a member state fall into anarchy, they shall have no vote in assemblies untill Democracy is restored in their nation.
V.Each member shall have one vote in the assemblies and elections.

Article II-Assemblies

I. An assembly may be called by any voting member to present grievences or proposals.
II. In a grievence case, the initiator of the case shall present his side, and then the defendant shall present his side to the assembly. After which, both sides may give rebuttles. After the case is presented, the remaining voters shall set a voting date and then may discuss the matter untill that date, where they shall vote. After the voting day, the results shall be tallied and a fair settlement agreed upon.
III. In a proposal, the proposalee shall present his proposal, after which any voter may present a counter arguement. A day shall be set to vote and discussions may be presented untill that day. After the voting occurs, the votes shall be counted, and if passed, the proposal shall be implimented.
IV. No grievence or proposal that deals with cession of original holdings, a bank account, or technology shall be passed without a 3/4 vote in favor. All others shall be a simple majority.
V. In the case of a tie, the president of the League shall cast the deciding vote, save if he is the object of a grievence. In which case, an election for a temporary president shall take place.

Article III-Elections

I. The Election for a president shall occur every two years. Sooner should the president nation be no longer qualified to be a member in the League.
II. The nominees shall be presented, and a voting date set. Discussion may be held untill the voting day, whereupon the votes shall be given and tallied.
III. The president shall win by simple majority.
IV. In case of a tie, a new election day shall be set, and discussions may resume.
V. The job of the president is to. A. Cast deciding vote in case of ties, B. Help guide democracies to fair settlments.

Epilogue

With this treaty, all Democracies shall have recourse other than armed conflict. Therefore, let Europe prosper in a new age of enlightenment!

Well... yes, I signed this treaty, but it remains, in game terms we are still allies... -as are the med league nations. I'm gonna think about this leaving the treaty ammendment, but have no concrete ideas right now. Either way, this league is gonna make an interesting game. In conclusion, Russia has no objections against Italy and Yugoslavia as members of the league.

How about saying, that if one leaves the league, one has to give warning saying so 5 turns or so beforehand? The remaining members can then take a stand and consider their positions etc. And if the reason for leaving/breaking the treaty is not satisfactory, sanctions can be made by the remaining nations, following the voting guidelines described.

A. They give a five turn warning with explanation of departure.
B. Should explanation be of harm to other members, reperations may be suggested by members not involved.
C. Otherwise no payment or demands may be placed upon the leaving party.

Nationwide Celebrations Begin!

Today, the first of the National Celebrations commemorating the birth of the Jugoslavian Federation have taken place outside the city of Bucharest. Festivities on hand included poetry, theatre, music and dance. For the first time, Jugoslavians have a culture they can call their own.

Back in the capital Belgrade, the new Premiere of Jugoslavia announced that religious oppressions that have occoured in the past between the various Balkan regions and their respective religions will not be tolorated. "Religious freedom is inherent." the Premiere was quoted as saying. "The many religions of our people must and will coexist peacefully." For the first time in many years, the churches in every town seem to be full. Indeed a spiritual revival has seemed to have taken place here.

Shortly after this announcement, Andreas Kleshnikov held another conference, this time with the railroad industry. This fledgling industry has seen hard times in the past, but Kleshnikov has vowed to modernize the Jugoslavian lines. He announced additional funds to be spent on rail construction, and engineering equipment with which to do the job. He announced that the Romanian provinces shall soon be connected to the mail rail lines that run across the interior. Upon completion of this, and the junction with the soon to be completed Mediterranean Railroad, the Primere promised the flow of foreign trader across our borders that will boost the struggling economy.

The birth of a nation has gone soothly, and soon the government will be in the business of improving living conditions, and playing a role in the direction of European affairs. The Jugoslavian people couldn't be happier.

As far as the Democratic League goes, Jugoslavia feels she needs to test the Europeans diplomatic waters before she goes and signs up for something hastily.

I would also like to discuss the commission of a British freighter. I would like to charter a vessel currently in either the Bay of Biscay or the English Channel, for shipping Jugoslavian freight to England. Perhaps something can be worked out to this end?

Industrialization Continues

President Ioannes visited manufacturing towns across the Union yesterday as part of his Keep the people working initiative to keep the people occupied and paid. However he was disapointed by the lack of modern facilities in many high production centers. He immediatly initiated a modernization program which will not only increase production, but also lower polution in developing areas across German and Austrian centers of work.

The Demo League is now an institution similar to the league of nations, and entering does not dissolve ones other alliances (the Med League stands firm, though it's member nations will also be members of the Democratic League).

Turkish Engineers have connected Tirane and Split by road and now will begin on the railroad. A freight of Coal is now on route to Rome and will be the first in tons of goods to use the Mediterranean Railway path to trade within the Mediterranean League.

Happy Anniversary!

Yes, according to my calculations, which are probably wrong, this thread has been going for one whole year. To celebrate here are some statistics:

In one year we have:

Played approximatly 4 1/2 game years.

With 6 game turns/ game year, we have played 27 turns!

Therefore we have played about 2 1/4 turns a month.

France was utterly destroyed

A crude working Democratic League has been established.

A new nation was created to give the Slavic people their own land.

Peanut Brittle for Everyone! (sorry, I didn't want to spend shiping and handlage, so I ate all your guys' share)

And much cover-up and intrigue that will live on in our hearts because we weren't stupid enough to post it for our enemies to read.

Due to the recent swell in industrial output of her neighbors, Andreas Kleshnikov ordered that the few cities which are suitable should begin construction on various industrial centres in order to keep pace with Europe. There will be various incentives for any companies that want to bid on these projects. He has also appointed a Minister of Industry to go about collecting production figures to be submitted to the European industrial reference project. Figures should be arriving soon to the project headquarters in Berlin. Engineers with heavy machinery should have their plans ready next month to further the Jugoslavian and Mediterranean Rail systems.

Also, Jugoslavia needs to straighten out her formal diplomatic stati. Currently, we are at war with England and at a cease fire with the CEU. I wanted to post this here and say that it is ok for Grothgar and JMarks to talk to my AI diplomats and straighten this out.
