Actually, you don't need it to play the pbem itself, but I've been told that 99% (or even more now that I joined the crowd  ) of the people playing multiplayer use it!
So, if once during the game you need to play online with someone else (to trade techs, or cities, or whatever) and his game is patched (high probability), you need the patch for compatibility reasons!
So, once again, you don't need it now, but in case of online trading, check with the other player before whether he uses the patch, and if yes... just patch your game!!

I have been conversing with the new Russian player. Diplomacy is difficult when internet access is limited and players change with each round of the game.

From St. Petersburg, a statement was issued:
By order of, by the Grace of GOD, His Most Excellent Imperial Majesty, Nicholas II, Czar of Holy Russia, Defender of the Orthodox Faith and Protector of the Slavonic Peoples of Europe, I, Count Jacobite, accept my appointment as head of the Duma. The Emperor is a simple, honest and pius Soverign, but the civil unrest which led to the creation of Mother Russia's first Duma and our late tragic war with the Japanese has soured His Most Excellent Imperial Majesty on the international duties of Empire. I have spoken with him at length on this matter and, after much thought,
Holy Russia WILL, as of this moment, return to Her seat in the Leauge of Nations.
His Most Excellent Imperial Majesty would like to see more clear of a mandate for the Leauge and perhaps even a written constitution. Mother Russia will take a leading role in these activites. That having been said, the Warsaw Pact that was announced by the late administration is a protective alliance between Holy Russia and representatives of the peoples of Eastern Europe. Members as of this time include:
-The Empire of Russia, including Finland, Poland, Bessarabia, Kuban and Armenia.
-Poles living in Hapsburg and Hohenzollern dominions.
-Czechs, Moravians and Slovaks living in the same.
-Wends in the German Empire .
-Slovenes, Serbs and Croats living in the Austro-Hungarian Empire.
-All those adhering to the Orthodox Faith of ST. CONSTANTINE THE GREAT who reside in the Austro-Hungarian, the British or the Ottoman Empires.
This statement is NOT to be taken as a territorial claim by the Empire of Russia of any kind. The Warsaw Pact exists soley to foster the Pan-Slavonic movement and to insure religious freedom for members of the Orthodox Church. Holy Russia's return to the Leauge of Nations will hopefully demonstrate our desire for peaceful solutions to international problems. In the most Christian name of The Czar, I accept the German proposal for the renunciation of war. However, His Most Excellent Imperial Majesty will only sign such a document after the other six powers have agreed to it. Russia has sworn in the Warsaw Pact to protect many peoples and will not, no - cannot - forgo those promises if Her children are faced with the spectre of violence from their own rulers or a foreign power.
The late success in Spain proves diplomacy can, indeed, must work. Europe can not stand another war for it would be the bloodiest in the history of the world. That touchs on the purpose of the Warsaw Pact. While peace reigns, Mother Russia will be a friend and leader to all Her brothers in Europe. Yet, if any peoples of the Warsaw Pact are brought into harm's way by Turk or Western leaders, our GOD will place HIS terrible, swift sword in the hands of the undefeatable Czar. Western nations, do not forget the lesson of Lake Peipus.
