The main unresolved issues are whether the new union should contain 314, 6527, or 86223 quasi-independent territories, and how to achieve a better defensibility without restricting the liberty of each of those territories to behave absolutely foolish.

St. Helena came up as a place for Sloww to move to when Richelieu and I split the Pacific between us. Jamaica is a much better place, though, so we should go with that.

On another note, who would want Haiti? The whole island of Hispaniola is best left untouched...
