seriously: there it was requested by citizens after the 2nd term because nobody found the relevant threads any more.
its how you find the way in between: do you grant the citizens free speach->you will need subforums to organize things. you restrict ppl to specific threads->ppl get annoyed and leave. you will have 10 active citizens left after a short while

Judging from the civ2 demo this isnt much of a problem as you play in turns, after witch new threads are being made and the old ones die out.

Hey disorganizer! Glad to see you over here! I completely agree with you. Even if it's not completely necessary, I can't see any reason not to organize like this. It will greatly simplify the forum.

it has been proven that when you split a forum whose traffic doesnt justify such a thing leads to less traffic

it would be far better to use certain words in capital letters(like the subforums that have been suggested) in the thread titles

with elections-start and all the polls active, this thread for example quickly got burried under loads of new threads. as newbie or not visiting every hour or so, you will never be able to keep up with the game.

btw:
you cant expect every citizen to review the whole forum every day.

but hey, im not even a citizen till now, so its up to you ;-)

before going to subforums perhaps you should try to organize and manage the creation of new threads as well as the naming of threads(my suggestion for the use capitalized begining in thread titles according to the content has been ignored )

for example on page 2 i see 3 threads by trip in order to announce something. couldnt you have 1 single announcement thread

another example is the toped threads. do you need a closed topped thread to show the current goverment? 3 different threads for "welcome/join", "member list" and "address book"?

if we regulate how and who can start threads, we silence citizens.
you proposal is good, but only cuts down 5 threads.
from which thread-count on would you think it makes sense to do subforums?
maybe only 1 for unofficial things?
or other ideas of other citizens please?
