Great scenario Trip... now we can finnaly play the best part of civ (I spend much more time playing and tweaking scenarios in civ2 than playing random)
I hope that in PTW we'll have at least a higher fraction of the creating options that we did back in civ2
By the way, am I doing something wrong or there's no way to build railroad/ironclads?

Great scenario. Was a bit confused at first, as I thought it was about the first american civil war, the one with England, till I started playing (I have a bad habit of downloading files from here without reading about them first)
Anyway, I'm fairly motivated know to start a Cold War scenario with the new editor, but may wait until PTW comes out. I'm too lazy to do the same scenario twice for the various game versions 
Anyway, aside from tech problems which you know about, There really ought to be a railroad going into the Richmond/Manassas area. (Manassas was a railroad junction from Richmond to Washington, that's why the north tried to take it right away. You know, Bull Run, or "the battle of Manassas Junction")

The main problem with the railroads is how they're implimented in Civ 3. After all, during the real Civil War, troops couldn't teleport to the front with trains. 
I would add a railroad going from Richmond to Washington through Manassas, except I fear that this may be too easily exploited by the human player because of infinite movement... I don't think it's very realistic for a large army to teleport from Raleigh North Carolina all the way to Washington. If Firaxis makes the distance you can move with RRs editable in PtW, then I'll probably change it then, but I don't see much good coming from it. RRs in this scenario are meant to represent only large and important lines, i.e. from Washington to Balitimore, and also to emphasize the North's superiority in that area. If I put railroads everywhere they were realistically, then the North would have them everywhere, while the South would have them in quite a few places too, which doesn't make for very good gameplay. I'm sure you can see my point.
