This is the reform I propose : Worker placements and terraforming will be planned in the same poll, and tiles would be terraformed and worked by descending numbers of votes. This polling could depend on elected governors, on the DoTC or on the DoEI.

*Polling Planetary Council decisions on raising and lowering sea levels
Has the duties of:
*Starting polls to ask the people what there wishes are in his area
*Listing to the will of the people in his area
*Serving his faction the best he can
Director of Expansion and Terraforming commands all colony pods and terraformers [EDIT]not controlled by governors[/EDIT]
ADD ON TO THE CONSTITUTION :
Governors are elected for one term and has the duty to poll for terraforming and worker placement at least twice a term, and concerning only one base. Terraforming and worker placements concerning bases without a governor would be depending on DoTC and DoEI.
This is the reform that I suggest, but since there has been many discussions, I propose other options : merge terraforming and worker placement in the DoTC, merge terraforming and worker placements in the DoEI. Last but not least, I propose an option which supports the merging, but on another way.

I've discussed this with Pande, and originally, we had a step forward.
However, this is still unconstitutional.
You can't pass an amendment in theory, with a clause to thrash out the details at a later date. Before we got to the voting stage, a decision needed to be made on how to merge these portfolios, and whether to include governors in that.
It's too early for this to be put to the people. It needs discussion, polls, and a decision of what the exact proposal is. Once we have one proposal, put it to the people again, and you'll probably have my support.
But as it stands, this poll is unconstitutional for an amendment, for the same reasons as the original poll. This is still polling on a general idea, NOT an amendment.
And for that reason, I'd encourage everyone to vote this poll down, simply on the basis of constitutionality.
Let this be put back to the people once the other, unofficial, poll has been completed.

PUBLIC ANNOUCEMENT, LIVE ON CNN, on Oct. 17th, 2300CET
Fellow citizens of the United Nations Peacekeepers,
Seeing that my reform has received a 80% non-confidence vote, I choose to resign from my current position of Director of Terraforming and Colonization.
I worked hard during my terms, trying to provide a good terraforming to our faction, and after facing many difficluties to manage the extending UN terraformers, I tried to implement our system by simplifying the vote system, thus making it more democratic. I also wanted the local citizens to be more concerned about their bases and their new homes on Chiron, thus proposing the creation of governor seats on bases who needed, or wanted some. These reforms have been obiviously voted non-confidence, and it is therefore why I choose to resign from my current position.
I thank gratefully all the people who supported me during these terms and these elections, and thank them for the confidence they put in me. And to them I say these words : I have not betrayed you, nor your confidence.
