Russian Troops have been moved into China with a possible war with the WCI. Russia had made a deal with Chinese officals in occupied China, that if they provide troops for the coming war with WCI that they will be granted independence(allthough will be limits on what they can do with their foreign policy.) Thus a joint Russia and Chinese army of 3,000,000, half Russian and half Chinese have taken positions along the Chinese border. A large portion of the Russian Navy has also sailed for WCI waters as well.
To Germany(secret):
We will soon declare war on the WCI. There member nations are to weak to pose a threat to us. We will also break all ties with the Ottoman Empire as it seems they have been inclined to ally with them. China will fall to Russian forces soon.

We have declared war on your nation.
After the delclaration of War was issued the joint Chinese Russian army has started an advance into indepent China. More troops are invading from German Territories, a force of 750,000 men.

To my allies: (SECRET) Our alliance consists of: WCI, FCAN, Mexico, China, ICT, Ottomans, Argentina, US.
To Russia: Move your troops from the border. The Chinese people will not stand to be ruled by foreigners any longer.
A mob of 50,000 civillians has pushed the German forces out of Shanghai. 10,000 Germans were killed and 30,000 Chinese died.
100 daring large merchant and otehr civillian ships, with a total of 9000 passengers on board, have left the harbors of the WCI. All except 2 were sunk by the blockade, killing over 8000.
The Great Chief has been discovered to have taken bribes from various businessmen, many of which were from the US and Britain. He has resigned, as well as 24 members of the Tribal Council also involved.
The new leader of the WCI has offered peace to Germany on teh following terms:
1. We pay you $20 million (a ton back then).
2. You recognize the independence of ICT and the other newly independent nations.
3. You promise to never take any land in the Americas in any peace treaty. If you violate this promise, every American nation will declare war on you.
4. The Siam-China border moves a bit to teh north.
In China, angry civillians attacked Russian soldiers they claimed had crossed the border. 102 civillians were killed as well as 29 Russian soldiers.

After much debate in the Senate a vote to allow the former terriotory of the WCI to be annexed. Immediately following this the United States adds three seats in the House for these new terriories. Some business men have attempted to take advantage of our new citizens and as a result the government has been forced to tighten control over businesses.
To Argentina: (Secret) If Germany takes any land in the Americas I will declare war and ask the you would do the same.
To Germany: I propose that you accept the peace terms offered by the WCI. Also any invasion of the territory of the WCI and its allies will be considered an act of war towards all nations of this continent.
In a Motivating public Speak the President has Stated that The Americas are no longer to be property of any European Nation.

To the WCI Nationalists: The "Traitors" as you call peacefully petitioned this government to join our nation as citizens. Since Our government accepted this petition they are no longer any concern of yours. The United States will send to your nation, once a stable government has been established, a fee of 50 million dollars. Take it or leave it the territory belongs to this nation now and we will not be intimadated by anyone.
To Britian: We have never associated your nation with any of the pratices that you have mentioned. If our friendship that we have shown you in the past is not proof of this than we have none.
Internal Actions:
Using a the invention by a Mr Bell the United States has begun to improve its internal communications by upgrading from the telegraph to a telephone system. This should take 5 years to implement and an additional 5 to fix any unforseen problems.
All other Projects continue as last reported.

To Moscow, Rome, and Berlin(secret): We suggest that we create a union of nations, and we will discuss policies as a Union, with the meeting place rotating between our nations...
Internal Affairs: A Japanese fleet of ships has been attacked our Asian colonies  and have fired upon British fleets. They mistook us for invaders after losing their position, and thought we were occupying Japan. Half the Pacific fleet was lost, and 1,000 civilians were killed in bombardment. A feeling of retributon is spreading through the colonies, and in Asia, the war drums are rolling again outside the Dominion headquauters, wanting a declaration of war to be passed in London. The Prime Minister hasd this to say:

Today, the British Asian islands were attacked in a dasterdly and cowardly attack by Japanese Empire. We have seen no explanation for this unprovoked attack, and it seems that while the wars and innocent blood was shed around the globe, Japan was plotting an attack on a major nation. 1,000 civilians had they're lives cruelly cut short, and Japan attacked our military force. |

To Russia, Italy, and Germany (secret): Britain suggests that we create a "Defence force" of 1,000,000 men. Each member country is to contribute 250,000 men to this force. The force may only be used to defend Europe, and may not be used without the consent of the 4 member nations.
British Internal Actions: In light of the recent attacks by Japan, the British Navy is on "High Alert" in the Pacific. Britain has sent this peace treaty to Japan:
