Ethopia has finished the training and equipment of the People of our empire. As a result of this our men are not only some of the best equiped fighting men but also among the elite of the world. Our border with the Congo has been secured and Connected to the rest of the Empire.

The Majority of the rest has been sent to Arabia For protection. Any Further growth there will be considered in the Future.

Those Forces Currently Defending the Border will continue to do so. Those Marching East have authorization to invade in one years Time. Propoganda Campaign to begin warning the Congo of the consequence of resistance.

To Congo: You failed to respect our towns when they were celebrating the life of our former King. We are still awaiting the reperations for the families of the dead and those who had children as a result of your 'men'. These must be delivered to our empire within a year or else.
To Egypt: (delivered on Semaphor so therfore secret) We shall attack the Congo from the South-west and West in a years time if reperations are not paid.

Wisconsin to Druids: Your terms are not acceptable, however we are willing to offer a new proposal.
Wisconsin Peace proposal terms:
1. The peaceful settling of Greenland-
-A. The isle of Greenland will be rebuilt by all parties participating in the war.
--i. This is a first priority because of the coming winter.
--ii. Wisconsin will provide materials if other nations provide labor.
-B. The people of Greenland will become an independant nation.
-C. To keep both sides of the conflict from re-taking the Island, every participating nation will maintain a military base in the Areas most friendly to their nation. (approximate area of Sheep's map division, but no nation will have control)
-D. Any nation who has citizens wishing to migrate to Greenland may do so, however; any nation attempting to increase their territory in Greenland will immediately find himself at war with all nations involved with this peace process.
2. Iceland
-A. The Wisconsinite Citadel in Iceland will be given to the Polish to use as they see fit, this is in recognition of the selfless sacrifice they made against the Wisconsinites, we were impressed.
-B. The remainder of Iceland will remain Druid, as a majority of it was untouched by the Druids.
3. Voting for the treaty
This treaty will be accepted with a majority vote on each side, NOT a unanimous vote.

-A. Piracy in the atlantic will be stopped.
--i. Nations practicing piracy after this treaty is approved will be subject to the following:
Legal Counterpiracy
Invasion by any nation
An embargo by all nations on this treaty
--ii. Raiding peaceful villiages is the same as piracy.
--iii. To give some nations currently practicing piracy a windfall, they will be given (24hrs real time) to halt their nation's piracy programs, however; should the nation continue to practice piracy actively within that time period, this clause becomes null and the consequences of piracy will be legal.
--iv. Use of the word "Yaaargh" and its other forms will still be encouraged amongst sailors and other surly fellows, however; because we're to scared to change it.

OOC: I should not have expanded at all in the last update, and I should not in the next one either.
Ingevidian merchants have begun traveling thorughout Africa and Eurasia, and are bringing a very wide variety of goods back home. ALso, wehrever they go, the are spreading tales of the Republic and their religion. As a result, a few tiny tribes in Africa and Siberia have become republics and adopted a religion similar to that of Ingevidia.
With the construction of the Great Wall nearly complete, the Republican Guard has been created to defend it. The REpublican Guard is the elite of the elite of the Ingevidian Army. They are mainly defensive and comprise of a mainly infantry as well as a good number of crude siege devices (when we reach the next era they will be replaced by catapults) and a few cavalry and elephants. The infantry spends much of its time on top of the Wall and in its towers, watching for any attacks. More infantry and the non-infantry forces stay behind the Wall and guard certain areas, especially the gates. If you couldn't tell, this is Ingevidia's first UU.
A new religion, Neomoralism, is rising in Ingevidia. Based on the ancient religion of civman2000 before the Jerr Revolution, this religion urges peace, an end to some of the corrupt practices of the merchants, and an end to god worship. They believe the government should be reduced to just the Assembly and the Council of the Eleven, and that the other positions on the High COuncil and the Kings should be removed. This religion has not been officially banned but is facing local persecution. However, they have manage to convert a member of the High Counicl (one of teh Eleven of civman2000) and 6 members of the Assembly.
Orders: Finish Great Wall, hopefully triggering Golden Age (SKILORD say whether it does or not). Continue building improvements, roads, etc.

The Semerians will fully support her friends the Druids and the Polish in whatever decision they make. We are sick of the insults coming from the Americas, and will use all force to avenge our people's moral. This was a direct insult to our army and people from the Roman scum, and will not be forgot in the near future.

Wisconsin:
Seeing the near complete rejection of Wisconsin's peace terms by both sides, Wisconsin withdraws it's peace offer.
With our ally's rejection of our peace terms, Wisconsin is cancelling the Mutual Protection Pact with Rome, however; will remain on peaceful terms, and involved with the war until Oregon Brazil and Texas have had ample time to give their position on the war, if there is unanimous support, Wisconsin will continue to fight the Druids, if there isn't, Wisconsin's soldiers will return home.
Wisconsin also views the rejection of it's contract as a green light to start it's own secret "resource allocation" program, codenamed "Plan ARRRRRGH." Well armed vessels of independent, bloodthirsty, Wisconsinites take to the seas, raiding small Druid Villiages in France, and plundering the long supply chains the Druids need to feed their troops from such a far distance.
Wisconsinite troops in Iceland surrender to the Poles, the lead commander said "We saw the druids, and the jokes were wrong, there are uglier women than in Poland, I just can't believe the druids sent their women to fight."
To Semeria: The comments of our neighbor do not reflect our position towards your nation. As for your military prowess, we know it exceeds that of the Druids as they seemed to cower when faced with negotiating with you. Wisconsin has nothing but respect for you, and so does it's citizenry.
To Greece: Instead of losing citizens to our superior naval vessels in the hopes of getting rich quick, why don't we sign a trade agreement between our two nations, so that both may prosper without the senseless slaughter of our respective nations' sons?
Back in Wisconsin, reports have come in of atrocities committed by both the Romans and the Druids, the people want to put to a vote whether or not to continue the war. Currently things stand as follows:

Science Frontier: The Wisconsinites have improved on their masonry, and are now constructing buildings that transport water for miles, as well as buildings where great sports can be held in, the largest, Lambeau Field, in the second largest city in Wisconsin, Green Bay, is being used as an arena where Druid prisoners are being forced to fight to the death or be eaten by Bears and Moose.
(Obligatory Monty Python Quote): Mind you, Moose bites kan be pretti nasti
Lambeau Field (WONDER Status in 3 turns) will provide:
1. additional level of happiness to Wisconsinites.
2. lessens war weariness.
3. is a crime deterrent, as all red-handed felons are being sentenced to the games.

Greece to Wisconsin (SECRET):
we see your point. Although we sure were having a lot of fun up there, now that we have an alternative we are considering making pirating an official no-no. Of course, we can't guarantee that all the Greek buccanneers up there will cease, as they enjoy it so much, but what would be more profitable (and poetic) than pirating the pirates? (After the initial raids those scummy little Greenlandic and Quebecois towns didn't provide much gold, booze, or women, so we were thinking about quitting anyway.) However, the continuing war raises something of a problem, as trade would inevitably be seized or sunk, and of course there is that nasty pirating problem up there.  but if the war ends we would be happy to begin trade with you, though it would be somewhat sparse due to the distances involved. We could also have competitions and the like (semi nonviolent) to better each of our navies, giving us an advantage over the others. As soon as this war ends we look forward to a long and mutually profitable relationship with your nation.

Texas To Wisconsin (TOP SECRET!) : The King has been thinking about this war thing, and he believes it would be more beneficial for your nation and ours (and for Oregon, too) simply to leave the war than to keep fighting it. Why? Well, it's obvious the Romans will keep fighting until they get what they want - that is, until they get all of Greenland. However, the Druids and all of their European allies together are very strong, and it will take a long time for the Romans to ever get what they want - if they ever manage to get it. You see, the war could go on forever. We believe it would be more beneficial for our nations to invest in our nations' infrastructure and in researching new technologies, instead of building armies and navies. By pulling out of this war, we could become the strongest, most advanced, and most enlightened nations on the planet while everyone else is wasting their resources on more armies and more navies. So let us pull out of this war, and prosper together. Let's leave the war, before the lands of Greenland become stained in red blood - forever. (/TOP SECRET!)

Druid: Do you want to finish this, just us two? This is how you are headed as of now. Rome is aware of all the crafty diplomacy and backhand deals that you have been concocting behind are back. Do you think we're that stupid? Wait, don't answer that. You have still refused to adjust the borders in Greenland, this is a key issue here. But we are willing to compromise. If you adjust the border of Greenland and create a large and noticeable de militarization zone, that is neither yours nor ours we will accept. A sort of center Greenland nation. We have stopped engaging your troops as we feel that peace is very near.
Texas, Wisconsin: We are glad to see your troops are off Roman soil and safely back home. Your troops were helpful, but not well trained. You might want to look into that. Also, don't bother asking for your port cities because Rome feels you do not deserve them. You sent men and ships halfway during the war and withdrew them a short time later, while your help was appreciated Rome will look to her more reliable friends in the future.
Semeria: We stand corrected! Rome no longer considers The Druid the most barbaric and unintelligent race on the planet. Would you like to pick up your award in person?
Rome can only pray that your nation will sink as fast as your worthless ships. Romans would rather gauge their eyes out than receive another one of your puerile sketches. In the future leave us off your mailing list, it really wasn't worth the postage.
Brazil: We still need your navy for a while we'll return them as soon as peace is declared. Also, can you do some reconnaissance for Rome on the other nations in S. America, we would be interested in knowing their strengths and more importantly their weaknesses.
