In RL, or with more than 5 teams, yes.
but
who would think that happened? Vox? They are going to be missing 25% of their army when they get the turn.
RP? They know exactly what and why GoW did.
ND? Well, who knows what they think about anything
Lego? Well, who knows what they are thinking. Did we get a screenshot with the leader being produced? Anyway, they know we are at war with vox, who would pull those shenanigans when they already have targets to hit?

Peace to GoW: I'm not sure. You didn't accept the offer, right? That leaves a lot open for discussion between us and GoW.
I don't like that we appear weak in their eyes, and I also don't like that they got exactly what they wanted, being a war with us, to get Bob or Vox believe they attacked. I don't buy it that it would be an opportunistic war, to try to get a hold on Bob.
One thing is for sure: any next deal we are going to have with them will need to be protected to avoid double crossing. And if they dare to sell Feud before the NDA is gone, it was the last deal they had.
Also, we should prepare a diplo message that the price for peace at least includes revoking the Sea RoP. If they sail further into our borders, they are at war again. We have to somehow punish them...
If we ask for any compensation, we should ask for their WM. They have explored a large part of Lego/s borders by now,and we would get an update on the roads and other improvenements from Vox. They won't give cash anyway

Just realised something: our galleys to the East came out better then I hoped. Sure, if we had known, we could have moved our galleys so that Vox wasn't able to send more reinforcements, but as they are now, they are even a bigger (virtual) threat then if they would be if they would be blocking. Being out of coastal waters makes it riskier for Vox to attack them, they can use the galley we see, but no other, as it can't end its turn in the sea. If they would move their galley North, fleeing from us, we could move 8887, ending at sea, and in range of 3 of their roads and colony tiles. I can't imagine they left their colony undefended, but the threat that a galley poses to their roads will certainly make them think twice when sending further reinforcements down.
In case we can destroy their galley with one of our galleys, the other one should do it anyway, to distract forces. If we lose a galley in attacking theirs, we might still decide to do it, if they have 3 hps left (or even 4). After what we did this turn, I'm certain they'll think an invasion of their colony is imminent 
Also, seeing our galleys advance towards them will make it easier for them to decide to attack Arashi anyway, which also would be great news... they would lose badly, and we would have switched from defense to offense for good.
So, if at all possible, I think we should try to decide to end in sea waters, instead of coastal waters. This might also apply to our Western galley, although I wouldn't want to risk a lot there with only one galley. Let's hope GoW advances their galley to a spot where we can use cats to get its health down first.
BTW, how many galleys do we need to block access across the channel between us and RP?
