If I were a Voxian and I took a cat hit or two this turn, I'd start having even more serious doubts than I already do that my immortals have any real chance of reaching EotS alive. If I don't think I can take EotS while being plinked with catapults along the way, that leaves me with three options.
1) Hit Tempest. But since Tempest is both bigger than Arashi and closer to Gathering Storm's core, odds are that most of Arashi's defenders are now in Tempest. If I couldn't take Arashi last turn, I can't expect to get Tempest this turn - not unless GS took the risk of trying to defend both cities (or actually has the forces to defend both effectively).
2) Go after Sandstorm. Chances of taking it are excellent, especially if I bring in immortals from both sides. But after last time, I can definitely expect heavy losses if I move out onto the flatlands. Is it really worth that for a size 2 desert city?
3) Turn on Arashi in the hope that it now has only a token defense because Gathering Storm wouldn't dare risk losing Tempest. If I succeed, I have a city to heal my wounds in and maybe wait for reinforcements, and I've very likely opened the way to take Monsoon.
Given that range of bad options to choose from, going after Arashi starts to look pretty attractive.
