Okay, forget that I called it an exploit - the point is that some teams might use this to gain extra worker turns (as you know Togas is supporting the use of this whatever-you-choose-to-call-it in the ISDG and he's backing himself up with some rather ridiculous claims if you ask me), while others will refrain from using this. This will create an unfair advantage to some teams.
That's why I think we need to start a serious discussion about this in the public forum and come up and vote on a policy towards this "feature" that every team will have to obey (just adding a clause to the game's rules, basically). Whether we end up deciding to use this or not - I don't care, as long as it is decided publicly and all teams have to follow the same decision.

I wouldn't like Lego to get their peaceful GA now. They are not in war like us, they're not going to blow it on units.
If Lego builds the Colossus now, when they emerge out of their GA they will have libraries and cathedrals all around, and then there won't be much that could stop them. We need to disallow them a peaceful GA for now, so that by the time they get their GA, it will be too late for them and they won't be able to bypass us.
