What does this mean? Did Chirac not threaten to veto the resolution?

IIRC, Blair claimed Chirac would veto a second resolution under any circumstances. That was a play with words - Chirac only made it clear he would veto it at the moment, a qualifier that Blair left out. So it was a halftruth.
