I think we should go with 3,3,4,4,3,3 growth in the second city. It will put us perfectly on track for finishing the granary, and then a 4,5,5,6 Settler cycle.
We don't need a Worker out of Buffet until it will grow to size 3. We end up using an unmined Grassland for 3 turns in the second city, but those 3 turns have 15 shields left on the Granary, and it's already at 5 shields. 6 wouldn't speed it up at all. So either a couple Warriors first out of Buffet, or we could go with a Barracks and then Vet Warriors.
We can have a Barracks in Buffet, 7 Warriors (up to 5 Vets depending on when we build the Barracks), 3 cities, 2 Settlers (if we build one from Buffet, otherwise only 1 and 30 shields more military), and 2 Workers at 1990BC.

We can get 2 Warriors out the same time either way (maximizing growth, or maximizing production). The difference is we get 2 more food (and the earlier population growths that come with it) by using the Wheat, or a Warrior out a turn earlier by using the mine.
Using the Wheat: (turn: city size, food stored, production)
1: 1, 12, 4 (switch to wheat)
2: 1, 16, 5
3: 2, 0, 8 (using wheat + mine)
4: 2, 4, 11 (Warrior, switch to using mine + mine)
5: 2, 6, 5
6: 2, 8, 10 (Warrior?)
Using the Mine:
1: 1, 12, 4
2: 1, 14, 7
3: 1, 16, 10 (Warrior, switch to Wheat)
4: 2, 0, 3 (using Wheat + Mine)
5: 2, 4, 6 (switch to Mine + Mine)
6: 2, 6, 11
I don't think either way will interfere with Chow Mein, as it will have 4 turns to give the Wheat to Buffet.
