I had the idea that each state would remain "self governing" but under the leadership of the Emperor (who is also chancellor of Germany) France of course would be divided between Spain, Papal States and Germany. Holand would bcome German, as would North Italy. South Italy would come under Papal jurisdiction. I'll agree on Rome as the de facto capital of the Empire, though I'm still not decided on whether to move my entire infrastructure.

I don't think we can reunite Protestants and Catholics with much success, considering all the different factions and opinions nowadays. Remember the Council of Trent...? Still, as long as each member of the Empire respects his fellow man, we can all live in (relative) peace.

Also, when shall we announce this new union? I would think the best times would be either before or after the invasion of France.
