OK, yet another little change to make things better in this rapidly changing gameworld of ours...
What I suggest the Consuls (and Trip or vonD when they get the save) do is this: as soon as the next turn arrives, the save will be uploaded to Poly and the first post of the relevant turnthread will be edited at the top to include a link (in bold) to the save. Thus every member can get to it as soon as the Consuls have got it.
A few things to note here though: you should really check out the pledge from the Savegame password thread, as you are automatically taking on the responsibility of agreeing that you will not "cheat" with the save. What this means is that you are not allowed to carry out any orders beyond changing workforce within cities unless the Consuls have already made the order official whilst playing the turn. The reason for this is that so we have no knowledge of actions that we will not carry out in the final save. An example in the current war is if we have a choice of two directions to move, each of which reveals GCA units on different tiles. If someone moves one way and finds units, then our hands are tied and we MUST NOT make any different move in the official turnplay or we are doing what would be impossible in a game where we have one strict set of orders.
Use your noggin and avoid doing anything that would be impossible to take back without reloading the save. One last thing: there was a bug in version 1.21 of PtW where, if you loaded an email game with any save already open, the game would not prompt you for a password and you would in fact open the save as if you were the previous player. This bug was somewhat fixed for the latest version in that, if you have loaded an email save, then you are prevented from loading an email save (the same one or different) unless you exit to the main menu. BUT, if you are in a single player save and load an email game - the bug of loading your preceding opponent's turn is still present. Thus if you are going to load the save, ALWAYS exit to the main menu screen before loading.

It's called "learning from the past" (mistakes or no).
The fact that you and others in power are touchy at best when answering questions about this game is the problem here. I am trying to offer some constructive criticism for the future, and it is not taken into account because "it's too late to do anything about it". Something is wrong with that.
I know you guys put a lot of work into this and are under some pressure, but if the environment is such that people cannot discuss and criticize, this is not a democracy game worth playing. Just because you guys make the decisions does not mean that you make the right ones (and please do not take this as meaning that my suggestions are always for the best). As leaders, you are always accountable, even after the fact (especially so, actually).
