The true text of England's offer to Spain

We are prepared to accede to a peace treaty that forbids attacks on all cities in europe, including islands offshore, recognises Spanish rights to South America and forbids attacks on New World settlements in the area allocated to that nation.
However, such a treaty must also accept English rights to all the islands of the Caribbean Sea. Further, such a treaty cannot be taken to infringe or impede the rights of English captains to take action on the high seas where they consider it necessary to further England's interests.
If such an agreement can be reached then England will abjure continental warfare alongside Spanish and French denunciation of such war. For the sake of peace such a treaty should be taken to include Portuguese interests as well as those of the main powers.
