We almost have to not enforce it until turn 5 just because of the free tech issue, but after that it's usually handled on a case-by-case basis.
Vacations in the summer, for instance, are plentiful among a lot of the players so why just have a few faithfuls who don't go out get ahead because their opponents are nexted?
Most of us have enough games that we're always playing at least one, if not three every night (I know I do.)
That means a couple, to me, being delayed doesn't matter. Unfortunately that also means that players with less games running are going to start poking the heck out of the few games they are in and get disgruntled, quit, and shrink the turn-player pool that much more.
I know, for instance, that Channel Hoppers and Chicken Run move so slowly it's not even funny, but since I'm in so many other games I don't notice and therefore don't mind the tardiness...
As far as enforcing/not enforcing the 24h rule, generally its a player vote for the varying games and the moderator can follow through.

ok...so its not a rule..or even a guideline...but merely a suggestive parameter open to interpretation by votes & moderator discretion..not necessarily binding ties..
