It would probably be worse than that.
While I'm sure my thinking could never make its way to the White House, or even DC, here's something to ponder: Why should the US ever launch a retaliatory nuke strike? Nukes are wrong, and the US is all about being right. And two wrongs--the first strike and the retaliation strike--don't make a right. We shouldn't lower ourselves to our attackers' level...if they survive because we didn't strike back, then so what? We retained moral superiority, and they now have a broken, twisted world to inherit.

My guess is, among other reasons, to help prevent WW4.
So that the last line..
