Well, the thing is... while you may have jurisdiction over these waters, completely blocking them and threatening to attack anyone who enters would be an act of aggression, not to mention a violation of various international treaties and perhaps a UN resolution or two...
While Guardinia will agree not to station naval forces in these waters, we insist that we have a legitimate right of passage through them.
However, in order to avoid further confrontation during this time of crisis, no further forces will be sent into these waters and the Guardinian naval forces that are currently in this area will move out.

Well, technically I guess they can't, but you seem to have thrown your net pretty wide when determining what's "your waters". I guess the Hive just might do that and I'm okay with role playing it, but in the real world, passages like the one between the Hive and Frankychanland would definitely have some sort of international sea lane where nobody would need to ask anyone's permission to run ships through. Anyone interfering with this would literally be accused of piracy, and the US or someone would be getting all pissy about it.
Usually, a sovereign state only actually controls the waters out to 12 nautical miles off its' coast. Beyond that, it's "free for all" unless you've consulted your neighbors and made other arrangements - which I suppose the Hive and Frankychan will say they did... 
Guardinia is somewhat pissy about not being consulted since we feel that we too have an interest in those waters, but we're not going to make that much of a fuzz about it at the moment.

Shipments of rice, grain, water and medicines have been sitting on the runway in Hannalia, plus ports througout Ceroo and, we believe, Guardinia, for a long time.
However, due to previous threats Cerooan vessels are remaining on standby for the time being. We would like to apologise to the Azani people for our caution, and assure them that as soon as their brutal oppressors have vacated the areas we will attempt to bring in aid.
//Intelligence is working on wheter or not these shipments are actually going to reach the Azani people, or whether the Auldoninnans are planning on taken them for themselces...//
In other news, due to the expense of keeping the fleet in operation so far from home, the INS Endeavour and the Cerooan 1st Fleet will be returning from their patrol duties near Ceroo de Wysteria to the Apolyton region. The Cerooan government would like to openly inform all paties that the fleets' course will take it through the Apolynesian isles on its' way back to Newport in Ceroo (It will, of course, respect the territorial waters of all nations). To any of the uncivilised, war-mongering nations in that region, you have now been made aware that the fleet will be passing through, and of its destination, we advise you to leave it be.
