Gorbachev's close adviser, Aleksandr Yakovlev, when asked whether the Reagan administration's higher military spending, combined with its "Evil Empire" rhetoric, forced the Soviet Union into a more conciliatory position, responded:

It played no role. None. I can tell you that with the fullest responsibility. Gorbachev and I were ready for changes in our policy regardless of whether the American president was Reagan, or Kennedy, or someone even more liberal. It was clear that our military spending was enormous and we had to reduce it.

Yeah, and it is more well rounded as well, addressing the structural failings in the Soviet Union that had existed over the past 40 years and why Reagan did things differently that exerted immense pressure on the Evil Empire.

The Logjam Reagan broke, as far as I am concerned, was not in his first term, the term in which the funded an arms race and used the more beligerant tone and so forth, what the Republicans laud him on and say won the cold war (given their chickenhawk mentality)- It was his second term, when Gorbachev was in power-Reagan, for all his Evil Empire talk was willing to work with Gorbachev, and also wanted to back down from the nuclear war threat-hence signing such a massive cut in nuclear weapons. He enaged Gorbachev and was a partner in the last 3 years of his tenure. It was in doing that he helped Gorbachev.

If Ronnie deserves any credit on ending the CW, it is for his optimistic diplomacy after 1985 and his sunny notion that the nuclear impase could end, not for his masive military spending and criminal acts in his firt term.

You missed the point.

There is a total mismatch between what he said in that interview, and what Counterpunch said he said in it's article. No, I am not saying Counterpunch quoted that interview, I'm saying that what it quoted in it's article -- and appears nowhere else -- does not match other things the man has said.

Andropov was a reformer too. After all, he was the person who endowed Gorby with so much power. And Ronnie's reactions did much to disuade the Politburo from reform.

Look, say you're in the Politburo. What would convince you to adopt reformist policies: a trigger happy madman running a rival state or a reasonable person willing to bargain with you? Or look at it the other way around; if you're in the Congress, whose acsension to power would convince you to adopt more tolerant policies towards political dissidents: Brehznev or Gorby?

Why would I need to reform if my opponent was willing to bargain with me? The system will continue to limp along like it has for decades if my opponent doesn't pressure me at all.

A "trigger happy madman", OTOH, is a huge challenge that strains my overburdened system and makes reform a necessity.

How were they forced to engage in reforms? I don't see the justification. The previous time a reformist government was in the Kremlin, was when Kruschev was in power. And we were completely unreasonable with him, causing the Politburo to depose him in favor of conservative Brehznev.

And the arms race wasn't ruinous to the gov't. The response to the SDI was only a small portion of the Soviet military budget.
