If a retarded person has the mind of a two year old, he or she should be treated like a two year old, i.e., decisions should be made by the caretaker. Remember that there is a wide spectrum of mental retardation, ranging from total incapacitation to those who are able to independently manage their own affairs. In between are those who are unable to progress beyond the mental capacity of a toddler or preschooler, who are able manage basic activities of daily life like dressing and bathing themselves but essentially unable to mange more complex affairs like cooking or planning their days. Some retarded people may acheive the mental capacity of a grade school child, being able to manage some reading and writing but still being unavble to support themselves. quote:

If the pregnant girl has the mental capacity of a toddler what do you think that the pregnancy, labor and delivery are going to be like for her? I can tell you from experience that it is sheer hell for her. OTOH you can't have the government going around ordering people to have abortions can you?
OTOH the government can order them to take birth control without their consent, since the retarded girl with the mind of a two year old can't really give meaningful consent. Of course, not everyone can take birth control, so some remain vulnerable. To me it would seem prudent to simply avoid "co-ed" situations for those retarded people who are likely to seek sexual experimentation, but are so retarded that they are unable to function above the young child level.

Very clever! Using a favourite tactic of mine against me.
Is there any substantial difference between someone of 15 years, and 11 months, and between someone of 16 years? Not really. Yet there is a large difference between someone who is 18, and someone who is 14.
Personally, I'd rather raise the age to 18, since you would be looking at whether a person at that age would be able to deal with all the consequences of pregnancy. You would err on the side of caution, since it is better to protect someone from harm, then it is worse to make them wait a year or two.
